Job Description

The Iowa Civil Rights Commission is currently accepting applications to fill an Investigator 1 position, which is a temporary part-time (20hrs/week) position in Des Moines, IA.

This position will assist the Iowa Civil Rights Commission in the performance of statutory duties pursuant to Iowa Code section 216.

The successful candidate will be required to have strong oral and written communication skills. They will be expected to investigate complaints of discrimination. They must also be able to develop their investigative plan; analyze filings, testimony, data, and exhibits; and make objective recommendations and decisions concerning civil rights issues based on applicable laws, policies, and precedents to senior Attorneys and Civil Rights Specialist. All work is performed under appropriate supervision by attorneys.

Travel is required of varying frequency, including overnight stays.

Duties and Responsibilities:
Successful candidate will: Assists with investigations into complaints of discrimination pursuant to state and federal law in the areas of employment, public accommodation, housing, credit, education, and retaliation. Conducts necessary interviews of Respondents, Complainants, and witnesses to possible civil rights violations in housing and non-housing cases, in person or via phone. Learn to gather facts through fact-finding interviews, subpoena of records, observation, surveillance of individuals or locations, informant leads, and analysis of agency records to document and verify the accuracy and authenticity of evidence for use in administrative hearings. Review preliminary case reviews produced by Civil Rights Specialist to determine what areas of a case need development for investigation and then work with the lead investigator (CRS or Attorney 1) to develop those issues. Carefully identify needed information for an investigation and successfully solicits said information. Produces summarizations of their findings and investigations for Civil Rights Specialists and Attorneys for those employees to use when drafting Investigation Analyses. Assists attorneys in gathering and organizing evidence and testimony in preparation for depositions and trials. Testifies at administrative, district court, and grand jury hearings to present facts and evidence bearing on cases investigated. Utilizes and enters information into multiple case management systems, both internal and those of cooperative agencies. Travel to investigate claims. Attend hearings, meetings, and related activities as needed. Performs other duties as assigned related to the investigation or processing of discrimination complaints.

This is a non-merit position with the Iowa Civil Rights Commission. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.


Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in law enforcement, corrections, criminology, police science, accounting, finance, or law.
2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to one year of full-time work requiring knowledge in law enforcement, corrections, or criminal investigation.
3) Four years of full-time work experience as an investigator requiring knowledge in law enforcement, corrections, or criminal investigation.
4) A total of four years of education and/or full-time experience (as described in number three), where thirty semester hours of accredited college or university course work in law enforcement, corrections, criminology, police science, accounting, finance, or law equals one year of full-time experience.
5) Current, continuous experience in the state executive branch that includes two years of full-time, journey-level work in agency unemployment insurance, public assistance benefit programs, law enforcement, corrections, or administrative hearings procedures.
