GRADE22LOCATION OF POSITIONState Board of Elections151 West Street Suite 200Annapolis, MD 21401Main Purpose of JobThis position is responsible for the following key processes and activities associated with the oversight and management of Budget, Finance, Procurement and Office Operations required to support State Board of Elections’ (SBE) financial reporting and administrative management requirements: Budget - Prepares and monitors the Agency budget, works with Department of Budget and Management (DBM) and Department of Legislative Services (DLS) during the budget submission and review process, and is responsible for all policy decisions related to the budget. Finance / Accounting - Oversee and monitor the day-to-day cash management of SBE. Analysis of all financial reports to ensure that the State funding is appropriately managed. Provide guidance on financial issues and budget to Election Directors at each Local Board Elections (LBE). Process year end closing according to the Division of General Accounting. Procurement – Back up the procurement officer to oversee and monitor SBE’s procurement process. Ensure that the procurement process is consistent with the State Procurement laws and regulations. Validate that all procurements are within the Agency’s budgetary requirements. Contract Manager – Back up the procurement officer to serve as a contract manager for major contracts within the agency which involves drafting Request for Proposals, contract award process, contract modification and contract compliance. The Director Budget, Finance & Administration presents the revenue position and related reports to the Administrator and Deputy Administrator. The information is critical to SBE in determining funding available to pay for capital projects and operations. Provide office operation support, as needed.POSITION DUTIES• Prepare the agency’s multi-million annual budget• Work with DBM and DLS during the budget submission and review process• Prepares and submits quarterly projection to DBM and OLS• Presents testimony and written background materials on the budget and all other election-related bills that have funding implications• Provides data to the media, public figures, and other governmental agencies as requested on budget issues, policy, and funding requirements• Provides policy advice and direction to the State Administrator of Elections Complete fiscal year closeout process and required schedules• Provide budget variances to the LBE and SBE staff Budget liaison between LBEs and SBE• Monthly review FMIS DAFR reports spending patterns and prepares journal entries as necessary to maintain sound accounting policies• Coordinates the Agency’s Managing for Results process and reports on progress each year• Supervises the Financial Manager who is responsible for all accounts payable/receivable Reconciles agency cash and credit card deposits monthly• Corporate Purchasing Card Administrator which includes reconciling and monitors corporate card purchasing monthly• M anage three Federal Grants and prepare quarterly reports required to be sent to the Federal Agencies• Develop the State Plan detailing anticipated Federal Funds spending Attends conference/seminars/training on Federal fund spending 20% 15%• Primary point of contact for all Federal fund audits Provides updates to the legislature, Governor and Administrator as requested on Federally funded projects Member of project team for major IT project• Provide budget data and monitor project budget Provide financial information for Legislative AuditsMINIMUM QUALIFICATIONSEducation: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.Or:Education: An Associates degree in Accounting from an accredited college or universityExperience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.Or:Education: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience: Ten years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s).
