GRADE20LOCATION OF POSITIONMDH, Prince George's County Health Department, Suitland, MDMain Purpose of JobThis is a full-time managerial position responsible for oversight of the Peer-to-Peer programs and supervision of the Certified Peer Recovery Specialists funded by the Federal SUD and General SUD grants awarded to the Prince George’s County Health Department. In addition, the Program Manager II is responsible for the program budgets; coordination of program activities; implementation of State, County, and Health Department policies and procedures; evaluation of program goals and performance; staff performance appraisal, development, and training; and representation of the Health Department in a liaison capacity with managers and representatives of other agencies or organizations. The Program Manager II must be a problem-solver and team builder with the expertise to expertly manage people, in particular peer recovery specialists, as well as policies, and processes for anticipated outcomes. The Program Manager II also delivers Maryland Behavioral-Health Professional Certification Board (MABPCB) approved trainings in the Knowledge, Skills & Ability of the four domains: Advocacy, Ethical Responsibility, Mentoring/Education, and Recovery/Wellness Support.POSITION DUTIESJob Duties Include• Supervises work of Forensic Peer Recovery Specialists and Substance Use Disorder (SUD) Peer Recovery Specialists;• Provides peer recovery support services to clients with substance use disorders, mental health disorders, co-occurring disorders, and/or history of incarceration;• Monitors staffs’ adherence to established Health Department screening and assessment protocols;• Provides guidance and supervision to the team on difficult cases;• Assures staff proficiency in the use of the electronic health record;• Assures that staff enters enrollment, screenings, referrals, case notes, and other client data accurately and in a timely manner (within 24 hours);• Assists in developing an efficient and collaborative culture that facilitates cooperative working relationships, staff development, and training;• Observes staff behavior for evidence of general well-being and discuss observations with staff;• Maintains awareness of Health Department protocols and specific conditions of awards for grants managed;• Manages collection of program data and compilation of monthly reports including entering performance measures for programs; and,• Provides peer recovery specialist instruction in compliance with the training provider guidelines and requirements set forth by the Maryland Behavioral-health Professionals Certification Board (MABPCB)Minimum QualificationsQualified candidates must possess a Master's degree in public health, social services, sociology, psychology, or other related field(s), plus three (3) years of progressively responsible professional, technical, analytical and developmental work experience with at least one (1) year in a lead/supervisory role; or an equivalent combination of education and experience.Candidates must possess a Certified Peer Recovery Specialist Supervisor in the State of MarylandDesired Or Preferred QualificationsPreferred candidates should possess the following:• At least two (2) years experience working with Peer Recovery Specialists in a lead/supervisory role• At least three (3) years working as a Certified Peer Recovery Specialist• At least one (1) year experience providing educational instruction in a live and/or virtual settingLICENSES, REGISTRATIONS AND CERTIFICATIONS• Candidates for positions in this classification must possess a current certification as a Peer Recovery Specialist from the Maryland Addictions Professional Certification Board (MAPCB) located at 10807 Falls Rd., #1376, Brooklandville, MD 21022.• Employees in this classification may be assigned duties which require the operation of a motor vehicle. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.BenefitsContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.FURTHER INSTRUCTIONSOnline applications are highly recommended.
