Division of Homeland Security and Emergency Management 110 Smokey Bear Boulevard, Concord, NH 03301 PART TIME FIELD REPRESENTATIVE II-STAKEHOLDER LIAISON Position # TMPPT5436 The pay range for this position is $25.40 - $34.14 per hour Wages effective 7/12/2024 The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a part-time vacancy for Field Representative II-Stakeholder Liaison, SOC Title 13-1190 MISC BUS OPS SPECS-4. This is a part time position which cannot exceed 29.5 hours per week and does not offer Insurance benefits. SUMMARY: Monitors the coordination of technical and programmatic assistance to municipalities, state agencies and stakeholders to enhance their emergency management capabilities to mitigate, prepare for, respond to, and recover from natural, technological, and human-caused disasters in support of the Division of Homeland Security and Emergency Management (HSEM). See Per 405.1 . 18 Months of additional relevant experience = Associate's degree 36 Months of additional relevant experience = Bachelor's degree 54 Months of additional relevant experience = Master's degree MINIMUM QUALIFICATIONS: Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Four years' paraprofessional or technical experience in emergency management activities, public relations, or a related field, at least two years of which shall have been providing assistance to individuals and/or communities in preparing for, responding to, and recovering from natural, manmade or other disasters or related experience managing and promoting emergency preparedness programs. Each additional year of approved work experience may be substituted for one year of required formal education. License/Certification: Must possess valid driver’s license. SPECIAL REQUIREMENTS: • Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information. • As necessary, must work a flexible schedule to include nights and weekends, to accomplish the mission of HSEM. Must carry a cell phone or other mobile notification device. • Must be willing and able to obtain a security clearance, if deemed appropriate by the Division of Homeland Security and Emergency Management and/or Department of Safety Administration. RESPONSIBILITIES: Promotes HSEM programs and policies, provide technical assistance, and monitors the development and sustainment of state and local emergency preparedness capabilities for local communities. Coordinates support for communities utilizing the State Emergency Operation Center Emergency Support Functions and conducts Damage Assessments for impacted communities in partnership with Recovery staff once the incident has ended in preparation for the execution of Joint Preliminary Damage Assessments with Federal Emergency Management Agency (FEMA) to facilitate site visits and damage inventory. Assists community officials in developing, implementing, and updating various response plans, including but not limited to: Emergency Operation Plans, Radiological and Hazard Mitigation Plans/Annexes, and Event Action Plans. Collaborates with stakeholders and Training & Exercise staff to develop and conduct meaningful workshops, training, drills and exercises at the local and state level to validate planning and training efforts. Facilitates the orientation and training of new emergency management personnel and emergency management Directors to ensure a jurisdiction’s readiness and understanding of roles and responsibilities. Delivers direct programmatic assistance to municipalities, as requested, regarding federal grant programs and state-wide safety initiatives. Provides technical assistance with state requirements and provides feedback to stakeholders to enhance readiness and safety, including facility assessments where appropriate. Attends conferences, meetings and workshops, as necessary, to provide input and stay informed regarding agency operations.
