The North Carolina Department of Administration (DOA) is excited to announce that we are recruiting to fill a Grants Administrator II position in our Commission of Indian Affairs Division. Hybrid telework and flexible schedule opportunities will enable the person in this role to make a difference, while maintaining a healthy work-life balance and the flexibility to enjoy North Carolina’s high quality of life.The Commission of Indian Affairs was formed to bring local, State and federal resources into focus for the implementation or continuation of meaningful programs and services for American Indians in North Carolina. The Commission is 90% grant funded. This position aims to centralize the grant research, proposal, writing and reporting responsibilities to enhance the Commission’s programs, initiatives, and compliance.This primary purpose of the position is to serve as a grant administrator for various grants managed by the Division. The duties of the position include but are not limited to: Coordinate, review, evaluate and audit federal and state grants for compliance, accuracy and accountability of financial programs and business operations related to the unique grant programs. Position is also expected to provide technical counsel to ensure sound regulatory practices and generally accepted accounting principles and standards.Assist in determining the financial condition and compliance of a grant program operating with governmental accounting standards, NC general statutes and best practices in government finance.Monitor grant portfolio to ensure funds are being expended in a timely and appropriate manner and to ensure all federal and state reporting requirements are timely submitted and accurate by providing technical counsel to internal and external parties, as needed regarding procedures, statutory requirements, contracts, invoices, plans and reportsAssist grant program managers with quarterly reporting requirements.Ensure all uniform guidance on the administration of state awards outlined in the North Carolina Administrative Code is followed; and ensure adherence to State guidelines and policies. Audit program grants to ensure expenditures are aligned with approved budget and scope of work; collaborate with internal audit team to ensure adherence to all grant requirements.Maintain files and records as required by State and Federal record retention law, regulations and policies.Division/ Department OverviewThe Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved.
