Description of WorkThis is an anticipated vacancy.This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.Note to Current State Employees:The salary grade for this position is NC12. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.About the Grants Manager Position:The Grants Manager is responsible for the management and payments of disaster recovery assistance to eligible subgrantees. The selected candidate is also responsible for reviewing contracts, invoices and labor/equipment records to submit for payment of the grants, as well as, ensuring that projects are completed and closed in accordance with all federal and state regulations, the Stafford Act, and the Disaster Mitigation Act of 2000. The Grants Manager will coordinate with FEMA on a daily basis to resolve issues. During the Disaster Recovery phase, the position assumes key deployment responsibilities in coordinating the field recovery efforts and working with FEMA staff for project formulation.About North Carolina Emergency Management:The mission of North Carolina Emergency Management (NCEM) is to enhance the State of North Carolina's resiliency levels by fostering active collaboration, communication, and coordination between local, state, and federal stakeholders, as well as maintaining meaningful relationships and providing services for private citizens and commercial entities. This is achieved through promoting strategies which supports efficient and effective preparedness, mitigation, response, and recovery activities in response to threats from of a variety of natural and man-made hazards. NCEM is part of the NC Department of Public Safety (NCDPS).About NCEM Public Assistance Program:The North Carolina Public Assistance program provides direct assistance and customer service to state, local, and tribal governments, and eligible private non-profit agencies related to project payments, programmatic policy questions, eligibility determinations, infrastructure repair, etc.Knowledge, Skills and Abilities / CompetenciesThe Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position.
