This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule.This is a permanent, full-time, management service position. It is not meant to encompass all duties.• Assist managers and employees with a broad spectrum of human resources management and personnel administration services (HR Services)• Advise, coach, guide and assist managers and employees with Federal and State personnel laws and policies, collective bargaining agreements, employee relations, classification and compensation, employee benefits administration, employee leaves, recruitment and selection, affirmative action, safety, training, and other HR management related issuesWhy Join UsOur mission...Led by Labor Commissioner Christina Stephenson, the Bureau of Labor and Industries (BOLI) works to ensure that Oregon jobs are good jobs, where workers get paid what they are owed and have a discrimination-free work environment. BOLI protects workers' rights through enforcement of state labor laws, ensures adherence to civil rights law in public spaces and housing, promotes the development of a highly-skilled workforce through registered apprenticeship programs, and provides training and confidential assistance to Oregon employers so they have the tools they need to comply with workplace rules.Working Conditions:Periodic travel to field offices for audits or implementation of systems. Duties require use of copy machine and filing. Extensive use of personal computer, record keeping, and interoffice communications. This position is a one of a kind position in a small agency where there is minimal back up support. As such this position may be called upon to perform a variety of HR duties as needed to support uninterrupted services to the public and to agency employees.This Is What You Need to Qualify:• A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND three years of Human Resource professional-level experience related to the positionOR• Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four years Human Resource professional-level experience related to the positionOR• Six years Human Resource experience related to the position (four of the six years must have been at the professional-level)Substitutions:• A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.• The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.• Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.The ideal candidate will possess the following desired skills and attributes:• This position requires extensive knowledge/experience in human resources program principles and practices• Extensive knowledge of personnel law, rules, policies and practices• Excellent communicator with command of the English language, both written and spoken• Outstanding negotiation skills, with the ability to resolve conflicts and empower the workforce• Proven experience working with a diverse workforce, recognizing the value of each customer and employee we serve• Demonstrated ability to work on multiple high priority projects that are time-sensitive• Have a clear understanding of working effectively and independently to achieve management objectives internally, with partners, stakeholders and the customers we serve• Experience with negotiating contract bargaining agreementsHow to Apply• Click on the "Apply" link above to complete your online application and submit by the posted closing date and time.• The work experience and/or education section of your application must clearly demonstrate how you meet all the minimum qualifications and desired skills and attributes listed above.• Complete the supplemental questions.• Attach your current resume and cover letter addressing how you meet the minimum qualifications and desired attributes for this position.
