Civil Rights Transit Program Manager

The Utah Department of Transportation (UDOT) is actively seeking a qualified individual with strong leadership skills to assume the role of the UDOT Civil Rights Transit Program Manager (Program Specialist III). This job requires expertise in a variety of areas, which will primarily include but not limited to Disadvantages Business Enterprise (DBE), Title VI, and Equal Employment Opportunity (EEO). You will determine program and regulation reference language to be included in the contracts for each heavy highway project and indirect associated contracts. You will direct and coordinate DBE and Title VI Program compliance with Contractors, UDOT project offices, Federal Highway Administration (FHWA), Utah Transit Authority (UTA), and Federal Transit Administration (FTA) to encourage and ensure meeting monitoring and reporting requirements with USDOT Federal regulations.Principle DutiesAs the Civil Rights Transit Program Manager you will:• Manages one or more statewide or agency wide program(s). Determines program goals and objectives and/or chairs committees established to support the program.• Serves on various boards, councils, committees, or task forces to coordinate agency activities and facilitate agency goals and initiatives.• Delivers presentations, stand up training, or instruction to staff, management, clients, or the general public.• Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s).• Develops, directs, and/or evaluates programs. (Disadvantage Business Enterprise, Title VI, and EEO).• Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.• Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.• Develops or modifies rules, policies, or standards, etc.• Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions related to public information.• Develops and implements procedures in response to agency policy, state and federal laws, etc.• Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.• Facilitates the use of research data to improve existing programs and utilization of resources.• Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.• Conducts on-site reviews, compliance reviews and confers with staff and agency officials on problem areas.The Ideal CandidateThe best qualified person will have:• Experience with civil rights requirements related to federally funded programs.• Knowledge of the various civil rights programs related to USDOT and FTA funding.• Strong leadership skills with the ability to inspire and motivate teams to achieve organizational goals.• Excellent communication and negotiation skills with the ability to build relationships and effectively engage with other divisions within the Department.• Reliable and can work well in a team environment.PreferencesPreference may be given to those with experience with:• External civil rights programs. (Disadvantaged Business Enterprise, Title VI, and EEO)• Federal reportingSupplemental InformationHere is some information you should be aware of:• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.• Some travel with possible overnight stays is required.• Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.Why Should You Join Our Team?The work we do matters.
