As an Operational Budget Advisor, also known as a Local Business Advisor, you will play a crucial role in supporting WA’s Behavioral Health Treatment Centers.You will be the financial expert providing advice and expertise to the executive leadership team and campus facility managers on expenditure management and funding or reduction strategies. Your insights will help ensure the BHTCs operate within their authorized expenditure levels, contributing to the organization's overall mission and financial stewardship.We seek someone with a proficient skill set and experience in performing complex decision-making. You will need to identify, coordinate, and communicate the operational business and budget needs of the facility to Consolidated Business Services and HQ Budget and Finance. Multiple on-site vacancies available at different facilities. Travel will be on occasion as business needs dictate. Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary. King and Pierce County worksites may include additional premium pay incentives.Some of what you will do• Coordinate budget development and strategic planning activities, including budget and performance monitoring• Consult with appointing authorities, managers, staff, supervisors, and HR to develop options and solutions for complex issues• Provide leadership and policy direction for accounting, payroll, accounts payable, local funds, purchasing, and warehousing• Serve as the liaison between HQ Budget and Finance Division, CBS, and program staff• Maintain internal controls per WA State’s Office of Financial Management requirements, ensuring segregation of duties and safeguarding of assets• Advise and coordinate budget preparation activities, analyze financial reports, and perform trending or projection methodology• Provide timely and meaningful projections of facility expenditures to BHTC and BHA managers• Assist in budget reduction exercises and coordinate reallocation and establishment of new workforce requests• Communicate and collaborate with CBS Leadership to resolve concerns or issues related to business, purchasing, and warehouse servicesWho should applyProfessionals with 9* years experience in accounting, budgeting, or financial analysis at the journey level; other work experience should include:• Providing consultation and direction on complex issues and questionsin areas, such as ethics, budgeting, accounting, purchasing, warehousing, interpretation of statutes, rules, and regulations• Successful use of effective communication and collaboration with others to help them understand their spending & budgets• A master's degree in public administration, accounting, business, finance, or related discipline will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.Preferred knowledge, skills, and abilities:• Governmental accounting and budgeting• WA's governmental financial software platform AFRS, Enterprise Reporting, WEBI, and SILAS• Collective Bargaining Agreement articles related to compensation, leave, and overtime; workforce planning• Collaboration with budget teams to manage and forecast spending and budget allotments and report vacancies and their budget impact• Forecasting and redirecting budget structures to manage spending efficiently and communicating the impact of overspending to stakeholders• Working effectively in a dynamic environment, managing partnerships and adapting to changesWe partner with people to access support, care, and resources.
