About the Finance Division: The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. What You Will Be Doing: As a Fiscal Analyst 2 within the Accounts Receivable team of the Finance Division, you will independently perform general or specialized fiscal duties under general supervision. Your role will involve adhering to state regulations, agency policies, and accounts receivable procedures to accurately execute complex financial analyses and resolve receivable discrepancies. You will ensure the accuracy and completeness of billing and accounts receivable transactions for client agencies, working in accordance with Generally Accepted Accounting Principles (GAAP), state regulations, and the policies of the Department of Enterprise Services (DES) and client agencies. This position contributes to strengthening government operations by enabling DES programs and small agency partners to focus on their missions while you provide precise financial data and reports. Reporting to the Accounts Receivable Supervisor, you will collaborate with Finance Division staff, client agency managers and staff, local governments, and external customers/vendors, handling assignments both verbally and in writing from the DES SAFS Accounts Receivable Supervisor. Occasional travel to the DES headquarters in Olympia to attend events or meetings may be required. • An agency-wide commitment to diversity, equity, inclusion and respect, and leaders who encourage all employees to bring their authentic selves to work • Access to several state business resource groups including the Rainbow Alliance and Inclusion Network, Veteran Employee Resource Group, Latino Leadership Network, Blacks United in Leadership and Diversity, Disability Inclusion Network, and Washington Immigrant Network • Supported growth and development opportunities • Opportunities to serve your community through meaningful work Some of What You Will Enjoy Doing: • Process complex accounts receivable transactions for DES Small Agencies (SAFS), recording entries for state agencies, local governments, and private entities. • Ensure timely and accurate processing of SAFS Accounts Receivable transactions, including invoice preparation and delivery, and transaction review. • Handle invoice adjustments as authorized by SAFS customers. • Facilitate discussions between SAFS customers, SAFS Budget, and Accounts Payable to ensure accuracy and customer satisfaction in invoicing and transactions. • Follow established procedures to process billing in ABS and record receivable GL entries in EVF. • Review, analyze, verify, and correct entries to ensure proper recording of accounts receivable transactions in the correct accounting period. • Reconcile AFRS receivable GLs monthly with AR system records. • Conduct analysis using various statewide systems including AFRS, ER, Webi, TMS, EVF, ABS, and Computron. • Utilize banking systems and other source systems for comprehensive financial analysis. • Regularly attend quarterly meetings with SAFS Customers and seeks to bridge communication with DES SAFS staff, supervisor, and management • Other duties as needed. Required Qualifications To be eligible for this position, a candidate must possess 15 quarter or 12 semester hours in accounting, auditing, or budgeting OR as a condition of employment, commitment to attain hours within 12 months of hire. In addition to this education requirement, a candidate must possess one (1) of the following education and/or experience options: [OPTION 1]: • Bachelor’s degree in accounting, public administration, business administration or related field; AND • Six (6) months experience in accounting, auditing or relevant financial field. [OPTION 2]: • Associate’s degree; AND • Two (2) and a half (1/2) years’ experience in accounting, auditing, or relevant financial field. [OPTION 3]: • Four (4) years’ experience in accounting, auditing, or relevant financial field. [OPTION 4]: • Master’s Degree in public administration, business administration or related field. Preferred Skills & Abilities • Intermediate level proficiency with MS Office Suite • 10 key by touch • Strong telephone and customer service skills, ability to clearly communicate with customers. • Ability to prioritize tasks to meet routine deadlines. • Organization skills to create and maintain unit files. • Dedication to accuracy with an eye for details. • Ability to follow established procedures to produce timely and accurate work products. Preferred Qualifications • Two (2) years' Accounts Receivable experience. • Knowledge and experience using the statewide accounting system, Agency Financial Reporting System (AFRS). • Knowledge of generally accepted accounting principles (GAAP) and state government accounting rules, Statewide Accounting & Administrative Manual (SAAM).
