Additionally, we ask that you not include photographs or external links within your documents.As the Management Analyst (MA4) in our Financial Services Division Budget team, you will support the Agency and division strategic efforts to successfully develop grant application packages to secure new and ongoing funding to the agency and providing timely financial information that will assist ESD management in making sound fiscal decisions.DutiesAs the designated grant coordinator for ESD, your responsibilities will include developing federal, state and local grant applications in close coordination with relevant internal and external stake holders. You will conduct daily research to identify potential discretionary grant opportunities and review prospects to ensure agency eligibility within appropriate ESD programs. Additionally, you will collaboratively work with program staff to make initial determinations.Some of your daily tasks includes but not limited to:• Lead ad hoc teams to develop grant application packages for new and recurring funding announcements, to include development of grant budgets, budget narratives, and budget forms.• Submit grant application packages via email or upload to internet-based submission systems, as applicable.• Ensure all elements of the grant announcement are met and submitted by deadline.• Review quarterly performance (narrative) reports for applicable grants (e.g.,RESEA, CARES Act).• In coordination with grant managers, gain certification and submit final reports to appropriate federal project officers.• Assist Budget Managers and Budget Director with budget development process to ensure timelines are met.• Utilize cost estimator and other tools to project and finalize budget needs in coordination with impacted budget analyst(s).• Implement process improvement solutions to budget development and legislative fiscal note process.• Complete monthly review of expenditures against budget, review time charges, etc.• Conduct regular meetings with grant manager and appropriate budget analyst(s) for each grant to review spending at the grant level to identify anomalies to be researched and addressed, make course corrections, recommend interventions, etc.• Input revenue into the AFS system on both projected and actual revenue amounts.• Maintain positive relationships with fund providers and other stakeholders.QualificationsRequired:Qualified candidates should have a minimum of two (2) years related experience in the following areas:• Strong analytical and research skills are a must.• Ability to clearly communicate in both written and verbal communication, especially in grant proposals.• Demonstrated proficiency in facilitation and project management• Proficiency in Microsoft Word, Excel and PowerPoint.Preferred/Desired:• Ability to manage effectively with changing priorities.• Experience in US DOL federal grant applications and reporting.Supplemental InformationAdditional Requirement of Employment:• Must pass Unemployment Insurance Claim and Benefit Review (UI Fraud Check).Please submit only the required documents as noted below and ensure all Personal Identifying Information (PII) such as Social Security numbers etc. are edited out of your materials for privacy.Please submit your Cover Letter and Resume with your Online Application through the "Add Attachments" field.
