About WSDOTWashington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.The OpportunityWSDOT is currently seeking a Project Engineer to provide leadership, management, and engineering oversight to the Port Angeles Project Engineering Office that is responsible for the delivery of design and construction projects. Leading and managing a field office of approximately 25-30 engineers and technicians, the Project Engineer ensures that the best technical standards and cost-effective designs are incorporated into construction contracts and that construction contracts are administered to the expected quality, safety, and stewardship standards. This position provides staff a balanced workplace, which promotes training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.This position directly supports the agency strategic plan and goal areas of 1) Workforce Development, by providing staff a workplace that supports and promotes training and development for professional growth and upward mobility; 2) Diversity, Equity, and Inclusion, by creating, influencing, and fostering a physically and psychologically safe workplace where all employees feel that they belong; and 3) Resilience, by ensuring, through effective management controls and adherence to WSDOT policies, that delivery of project activities for the Olympic Region are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience.What to ExpectAmong the varied range of responsibilities held within this role, the Project Engineer will:• Provide leadership, management, and professional engineering oversight to an engineering field office responsible for the delivery of design and construction projects which are expected to be on schedule, within budget, with appropriate QA/QC to ensure deliverables are constructable and maintainable.• Accurately apply policy and standards to highway design and construction projects and complete safely, on time, and within budget.• Collaborate and build effective working relationships, internally and externally, to accomplish organizational goals.• Be responsible for deliverables pertaining to design documents and contract documentation, materials certifications, environmental compliance, change order management, EEO/GOA compliance, final records, and contract reporting.• Work in partnership with citizens, media, elected officials, contractors, and outside agencies to plan, build, maintain, and operate a safe and efficient transportation system; coordinate input and resolves conflicts with internal organizations, personnel, outside agencies, consultants, and the public.• Be responsible for personnel issues relating to proper staffing levels, leave and travel approval, and actions pertaining to corrective action, discipline, and grievances; recommend employee hiring selections and formal personnel actions to the appointing authority.Role includes periodic visits to active heavy civil construction sites and requires knowledge of appropriate personal protective equipment (PPE) and site-specific hazard awareness through pre-activity safety planning.QualificationsTo be considered for this opportunity, the following are required:• Licensed by the State of Washington State as a professional engineer, or be licensed as a professional engineer in another state and be able to obtain licensure in Washington State within six (6) months of employment.• Strong engineering background.• Experience managing construction contracts.• Supervisory experience.• Possession of an unrestricted valid driver’s license to operate vehicles in Washington State• Excellent knowledge of transportation design and construction principles and practices, contracting methods and procedures, stewardship agreement, and program (budget, schedule, environmental, quality, etc.) accountability.• Strong skills in establishing plans and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same.• Excellent skills in effective communication with employees, peers, superiors, and the public. The ability to evaluate, coordinate, and respond to customers.• Skills to make timely, effective decisions in the best interest of the department.• A strong working knowledge of principles of management.It is preferred that qualified candidates also have:• Two (2) years of progressively responsible experience as a licensed professional engineer in construction or design of highways, bridges, and related structures.• Four (4) years of demonstrated and progressively responsible managerial/supervisory experience in managing a diverse workforce.• To review the full Position Description, don't hesitate to contact the recruiter in the Contact Us section of this posting.Important Notes• This recruitment may also be used to fill additional positions per business needs.• This position offers flexible/hybrid remote work options.• Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis.
