The mission of California Sea Grant is to provide the information, tools, training and relationships needed to help California conserve and sustainably prosper from our coastal marine environments. It is the largest of the 34 Sea Grant programs nationwide and draws on the talents of scientists and engineers at public and private universities throughout the state. It is administered by the University of California and is based at Scripps Institution of Oceanography in La Jolla.POSITION DESCRIPTIONResponsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and / or human resources. Manages a professional staff, typically large, and / or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.Serves as the Chief Administrative Officer (CAO) for California Sea Grant (CASG), a visible statewide multi-faceted program with a broad series of mandates which include supporting research, extension and outreach, work-force development, education, and communication throughout the state of California and nationally. CASG is a highly complex program that has Extension Specialists, staff, and fellows based throughout California.Responsible for managing the administrative operations for CASG including: fiscal management of all department funds, contracts, grants, gifts, and other sponsored activities from a variety of extramural sources; payroll; academic/staff/student human resources; fellowships; labor relations; health and safety; internal controls and risk management; and administrative computing. Oversees departmental space and facilities including on and off campus. Serves as the principal advisor to the Chair/Director and Specialists/PI's on a broad range of issues; plays a significant role in the development, implementation and assessment of short- and long-term strategic plans, budgets and financial performance for CASG. Exercises maximum initiative and leadership within the parameters of department and University policies and regulations to accomplish goals and objectives. Provides liaison between the department, SIO, other campus units, University administration, and external entities.The CAO will also serve as the Fiscal Officer representing CASG in the national Sea Grant network.Cover letter required for a complete application.QUALIFICATIONS• Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy.• Demonstrated leadership skills and experience with proven ability to apply management principles, practices and techniques in the conduct of business for a complex environment. Demonstrated ability to take a comprehensive approach to deal with planning and operational issues in terms of current complexities and interactions as well as long-term consequences.• Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and / or accounting and payroll. Demonstrated ability to develop and manage complex budgets from multiple funding sources and adapt objectives and operations to changes in resources.• Strong human resources management and supervisory skills, with a proven ability to recruit, train, manage, supervise, develop and evaluate staff members at all levels. Knowledge of and ability to implement proper risk management practices. Demonstrated ability to establish appropriate controls and operate effectively within a control environment.• Strong verbal and written communication skills; ability to influence / persuade all levels of staff. Demonstrated superior ability to effectively communicate with faculty, staff, students and other individuals from diverse backgrounds with the ability to show sensitivity, resolve conflict, speak confidently, and defer appropriately when an issue needs to be referred.• Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner. Strong organization, problem solving, negotiation and decision-making skills.• Broad knowledge of common organization-specific and other computer application programs. Demonstrated knowledge and skill in the use of computer software applications for accounting, word processing, databases, electronic mail, internet browsers and resources. Demonstrated knowledge of effective computer networks to support operations, such as operating systems, relational databases and computer and network hardware.• Skills to work collaboratively with other locations.• Proven skills to quickly evaluate complex issues and identify multiple options for resolution. Demonstrated advanced analytical skills with a proven ability to analyze data and research complex issues data in order to detect trends, evaluate options, consider consequences and recommend solutions.• Demonstrated management and conflict resolution skills to effectively lead and motivate others. Demonstrated superior ability to develop and maintain effective, productive and cooperative working, reporting and professional relationships with employees at all levels of the organization, working collaboratively with individuals and groups to incorporate their ideas and adapt to their needs.• Knowledge of organizational and operational aspects of federal and state agencies, universities throughout the state and ability to negotiate decisions with funding agencies and principal investigators.SPECIAL CONDITIONS• Must pass a background check.• Must be willing and able to travel.• Occasional evenings and weekends may be required.Pay Transparency ActAnnual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)Hourly Equivalent: $50.24 - $95.26Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
