Attracts and maintains a diverse pipeline of top talent to meet hiring needs.DUTIES AND RESPONSIBILITIES1. Performs full cycle recruitment process within time-to-hire goals to include but not limited to, recruiting and sourcingdiverse and qualified candidates, negotiating salary offers, and conducting structured behavioral-based phone screens withsourced candidates. Utilizes various recruitment tools and methods (e.g., job boards, social media) to identify and gaugeinterest of potential candidates.2. Collaborates with hiring managers to review the job duties and qualifications to identify talent needs and developrecruitment strategies to attract diverse and qualified applicants.3. Develops and implements sourcing strategies for recruiting assigned vacancies within time-to-hire goals. Evaluatesrecruitment methods, tools, and process templates to provide recommendations and feedback to leadership.4. Conducts market research on recruitment and retention trends and best practices in the government and private sector toprovide consultative guidance to hiring managers on trends and growing professions.5. Builds relationships with active and passive candidates and professional associations to promote the U.S. Postal Serviceas an employer of choice. Builds and maintains pipelines of diverse and qualified candidates through networking and ongoingrelationship management to reduce and improve sourcing and time-to-fill timelines.6. Evaluates external hiring trends to assess future talent needs; develops recommendations and presents to leadership.7. Identifies and attends various recruitment outreach events to promote USPS employment opportunities and build brandrecognition including events in support of diversity initiatives.8. Implements the branding strategy by advertising and networking through social media, job boards, and emergingrecruitment technologies to engage and recruit top talent.9. Coordinates with Human Resources to facilitate onboarding and orientation experience for hires.
