The United States Space Force (USSF) at Peterson Space Force Base is searching for a Chief Financial Officer for Detachment 5 (NH-0501-04, GS-14/15 Equivalent).Ideal Candidate:The ideal candidate will have earned a business Bachelor’s Degree, Master’s Degree, APDP certified in Business- Cost Estimating and preferably also certified in Financial Management. DoD experience is highly desired, along with Team Leader experience. The ideal candidate will have DoD and USAF/USSF policy experience, be a skilled analyst and manager, and an innovative action officer. Candidate must be TOP SECRET clearance eligible.Description:Primary purpose of this position is to serve as the Chief Financial Officer for Detachment 5 with Space Force, supporting the PPBE activities of space sustainment programs. Considered a Subject Matter Expert by others in the organization; sought out by others for assistance and implements approaches to resolve issues. Will lead budgeting, execution, funds control and other financial management processes and products for the program offices the detachment supports.You will direct and support the financial management activities of space weapon system sustainment programs. You will ensure that the programs adhere to DoD, DAF and HQ USSF policy and guidance for financial management policy, process, and procedures to resolve areas in which shortfalls exist. The successful candidate will define work tasks and priorities, and guide, advise, and mentor the detachments financial managers. You will provide product support planning, budget products, funds control and consultation for system program offices delivering sustainment support to the warfighter. The successful candidate will meet with and collaborate with senior leaders, program office counterparts, logistics managers, financial managers and industry partners.Key Skills and Abilities:1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations.2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes.4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues.5. Knowledge of safety and security regulations, practices, and procedures.6. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD and organization s that govern, interface with, and/or influence the systems acquisition process.7. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.8. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.Requirements:1. Must be a U.S. citizen.2. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.3. Employee must be able to obtain and maintain a Top-Secret / SCI clearance.4. PCS and incentives are available.5. May be required to travel by military or commercial aircraft in the performance of TDY assignments.6. May be required to work overtime on an unscheduled or emergency basis.7. This position is eligible for situational telework, 2-4 days per pay period.8. This position has been designated for drug testing.9. Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.”10. This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 201211.
