Newsletter creator / Email Marketing - Contract to Hire

Hello We are looking for someone experience with Email Marketing to help create our monthly newsletter. They would help us chose the best platform to design and send it out to our subscribers. This person should have a deep experience in email marketing and we may retain their services to help manage our newsletters/ email marketing as we grow.
