BUDGET ANALYST

Summary About the Position... This position is with the Institute for Water Resources (IWR), U.S. Army Corps of Engineers, Alexandria, VA 22315. This position will be filled on a permanent basis. Position is being filled at the GS 11, or target GS 12 grade level. Duties described reflect the full performance GS 12 level. Duties will be performed in a developmental capacity under close supervision. Learn more about this agency Help Duties • Serves as budgetary and technical lead to develop cost estimates associated primarily with organizational operating expenses. • Analyzes trends, developing workload projections, creating periodic cost and performance reports to compare actual with forecasts, and other management requirements. • Administers all funds issued, in coordination with the Organization's RMO, to include annual funding programs, allotments, allowances, obligation authorities, reimbursable and other funding instruments. • Resolves or recommends solutions to budgetary/accounting problems, in connection with the financial management of a complex program, involving a very large number of appropriations and funding mechanisms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience which includes: Assists in developing local budget policy, budget formulation assumptions, formats, and schedules for the development of various budget submissions, obligation and expenditure plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Monitors the execution of the approved operating budget to ensure funds are properly allocated and obligated and spent in a timely and effective manner in support of authorized management objectives. Assists in developing local budget policy, budget formulation assumptions, formats, and schedules for the development of various budget submissions, obligation and expenditure plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: • Budget Administration • Budget Formulation, Justification, and Presentation • Concepts, Policies, and Principles of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
