DutiesYou will serve as a IT Cybersecurity Specialist (PLCYPLN-INFOSEC) and be responsible for planning, analysis, and enhancement of information systems, policies, and procedures supporting the Project Management Branch (PMB) in Portsmouth, VA.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:• Developing, maintaining, and monitoring processes supporting Information Technology (IT) project-level governance, reporting and control of associated artifacts by providing guidance and supporting processes for the entire IT project life cycle and project recovery.• Conducting and participating in collaborative working groups with different levels of stakeholders for IT project-level process analysis, gap analysis, providing guidance and continual process improvement initiatives.• Developing and monitoring metrics used in evaluating the accomplishment of IT goals, objectives, and project management to ensure alignment with organizational policy and authoritative directives.• Monitoring systems' compliance with IT security requirements by providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems.Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. The employee must establish a residence in the new geographic area prior to payment.Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Specialized experience must include all of the following:• Developing, documenting, maintaining, improving and monitoring processes supporting IT project-level governance, as well as reporting on and controlling associated artifacts.• Conducting needs analysis to determine opportunities for new and improved business process solutions.• Providing consultation on IT project life cycle cost estimates, project scheduling, milestones, resource assignment, project recovery and project planning tools.• Using AGILE practices to improve team collaboration and IT project efficiency.• Improving IT Project Management performance using Capability Maturity Model Integration (CMMI).• Providing consultation on DoD Enterprise Service Management Framework (DESMF) and Information Technology Infrastructure Library (ITIL) to help improve the quality of IT services.NOTE: Education cannot be substituted for experience at this grade level.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
