US Public Finance - Credit Analyst, Associate Director - Local Governments - San Francisco

The US Public Finance Group covers over 1,600 issuers throughout the United States. The team provides credit ratings for U.S. states and local government general obligation, lease revenue and dedicated tax bonds.


Fitch Ratings is seeking a credit analyst with about 5-7 years of public finance related experience. The primary responsibilities of the successful candidate will be to focus on the analysis and rating of local government tax- supported bonds and issuers in the United States. The position has high visibility and solid growth potential.


Responsibilities will primarily include:
  • Provide high-quality, accurate, independent, objective and forward-looking ratings analysis and research on new and existing local governments.
  • Evaluate credit structures and participating in transactional and non-transactional research.
  • Gather and analyze quantitative and qualitative data and legal documents for the purpose of producing ratings, publishing credit reports and contributing to special research reports.
  • Identify relevant trends, assess their credit impact and highlight these trends in updated industry and market- focused reports and presentations.
  • Meet with senior management of local governments, financial advisors and investment bankers to produce ratings and reports for general publication.
  • Attend industry meetings and conferences as appropriate.
  • Demonstrate high ethical standards and respect for all Fitch policies, procedures, criteria, the Code of Ethics and all applicable laws and regulations.

Qualifications:
  • Proven credit and/or financial analysis skills with about 5-7 years of experience in local government finance, a bank credit department, a rating agency, buy-side credit department, etc.
  • Bachelor's or Master’s degree in public policy or administration, political science, economics, finance or business. MBA and/or CFA, or progress toward these designations are considered a plus.
  • Strong understanding of U.S. local governments, quantitative methods and general finance concepts.
  • Ability to read and fully comprehend complex structures and to ask probing questions to issuers and their advisers.
  • Demonstrated ability to lead, mentor others, and handle multiple tasks in a fast-paced environment.
  • Ability to work to tight deadlines and display a strong degree of flexibility to take on additional responsibilities, as required.
  • Proven commitment to teamwork and collaboration in a diverse workplace.

FOR NEW YORK AND CALIFORNIA ROLES ONLY: Expected base pay rates for the role will be between $95,000 and $130,000. Actual salaries will be determined on an individualized basis and may vary based on factors including but not limited to education, training, experience, past performance, and other job-related factors. Base pay is one part of Fitch’s total compensation package, which, depending on the position, may also include commission earnings, discretionary bonuses, long-term incentives, and other benefits sponsored by Fitch.
