Utilities Engineer

SUMMARY: Provides tactical direction to the Manufacturing units (Utilities and Wastewater Treatment Facilities), personnel to meet facility operation to plan commitments and achieve targets for safety/health/environment, production capability, cost, and quality. Key liaison for coordination and communication within and across the operations team and support functions. The Utilities & WWT Engineer is also responsible for meeting production plans to meet on-time delivery of customer needs. Also, will drive manufacturing excellence and support EHS and capital goals.


ESSENTIAL DUTIES AND RESPONSIBILITIES: Follows, participates in, supports, and/or leads Core Values, including Safety, Occupational Health (OH), Environmental, Ethics Compliance; Process Safety Management (PSM), Contamination Prevention (CP) and/or Quality System (International Standard for Organization (ISO 9000)) requirements, such as elements champion, committee leader/member, incident investigations, audits, Process Hazards Analysis (PHA), generating procedures including tracking and completing related action items.


IN THE AREA OF EHS, THE MAIN RESPONSBILITIES INCLUDES:

    • Supervise the Management of Change and/or Process Change including initiation, review, and approval of submitted requests, training, pre-start up safety reviews (PSSRs) and communication of changes across departments.
    • Lead or assist in Root Cause Analysis to improve site operational and EHS performance.
    • Develop Process Hazard Analysis (PHA) plans and support PHA execution.
    • Engage in weekly toolbox safety presentations, Management by Walking Around (MBWA) and support site safety efforts.
    • Apply engineering principles to solve health safety, and environmental problems.

IN THE AREA OF PROCESS SUPPORT, THE MAIN RESPONSBILITIES INCLUDES:

    • Works in alignment with the Utilities Leader to give direction to area team leader and other operations support roles on priorities to execute tasks to meet production demand and site commitments and key performance metrics or indicators (KPI’s).
    • Coordinates area operations activities with other plant functions (Synthesis & Solvent Recovery units, maintenance, product delivery, engineering, etc.) in alignment with Core Values to ensure short- and longer-term production goals are met.
    • Support to the operation to deliver facilities plan commitments by engaging as needed in process monitoring, quality and mechanical troubleshooting, problem solving, planning, recommending, training, innovating & improving overall operations team performance and productivity.
    • Own day to day troubleshooting and resolve any issue that may affect the production goals attainment (production rates, quality), including during the week ends. When required the Utilities and WWT Engineer will need to call Audio Meetings (including night, weekends) to address issues that the Tech Center needs to give direction. The Run Plant Engineer must lead cross functional team to address and resolve production issues that may impact the customer demand.
    • Ensure production plans are met by operating within standard operating limits and ensuring equipment is operating as designed. Engage Technology Group to troubleshoot abnormal conditions.
    • Develop and maintain Standard Operating Procedures (SOP).
    • Assess and facilitate improvement of current plant processes in coordination with Technology Group.
    • Analyze data to drive data-based decision making, such as but not limited to analytical and/or process data
    • Drives performance to meet targets for key operations metrics, such as: Injuries/Incidents, Uptime, Aqueous Waste tank trucks discharge, process, and regulatory data. Analyze with operations and functional resources when improvements are required and take appropriate steps to improve performance.
    • Drive site shutdown activities and scheduled maintenance outages. Key focal/area owner to monitor and execute established plans.
    • Quality Bulletin generation and approval.
    • The Utilities and WWT Engineers are fully responsible to support and resolve any process issues.
    • Participate on the weekly PMC meetings to prioritize/coordinate all PM’s, PSM and maintenance plans of the area assigned. Work with documentation requirements related to PSM extensions, PMs verification/modification as needed.
    • Participate on daily mornings meetings.
    • Responsible to lead the investigation of those IDOs related to Quality Issues.
    • Responsible to keep the variable cost portion of the Cost of Manufacturing at or below target.
    • Key performance metrics that the Utilities and WWT Engineer needs to ensure are accomplished:
      • Redundancy Index.
      • Aqueous Water Discharge in WWTP
      • Process and Regulatory data
    • Participate in the following rituals (meetings):
      • Morning Meetings.
      • Business Planning Meetings.
      • PMC meetings.
      • Process Change/MOC Meetings.
      • Others when invited.

IN THE AREA OF CAPITAL, THE MAIN RESPONSBILITIES INCLUDES:

    • Lead development and execution of small to medium projects (typically up to $100k) in coordination with the Tech Center and plant Capital/Engineering teams.
    • Responsible for evaluating, provide design data/calculations and approving all final design documents such as P&ID’s, equipment specs, drawing releases etc.

I IN THE AREA OF PEOPLE, THE MAIN RESPONSBILITIES INCLUDES:

    • Develop/support operator’s and supervisor training programs.

SUPERVISORY RESPONSIBILITIES: No supervisory responsibilities.


QUALIFICATION REQUIREMENTS: Demonstrated knowledge of chemical /mechanical /electrical engineering and/or chemistry concepts including, mass & heat transfer, fluid dynamics, distillation, scaled up processes and emissions control or equivalent experience in chemical manufacturing. Demonstrated knowledge of FMC Core's Values, including Safety, Occupational Health (OH), Environmental, Ethics Compliance and Respectful Workplace; Process Safety Management (PSM), Contamination Prevention (CP) and Quality System (International Standard for Organization (ISO 9000)) guidelines, standards, and procedures.

Demonstrated knowledge of the maintenance work management process steps to effectively plan, schedule and scope work.

Demonstrated ability to read and interpret a variety of instructions furnished in written or oral forms including safety rules, operating and maintenance instructions, procedure manuals, P&IDs, diagrams, and work order printouts to effectively plan maintenance tasks.

Demonstrated ability to work independently to prioritize and manage time.

Demonstrated ability to communicate both in English and Spanish (oral and written).

Knowledge of Six sigma and Lean Manufacturing methodologies to continuously improve the operation.

Knowledge of emergency response team requirements/protocols to effectively respond to Site emergencies.

Demonstrated ability to work effectively in a team-based environment.

Demonstrated ability to organize, plan, and prioritize multiple tasks and changing priorities.

Demonstrated ability to effectively manage conflict to reach win-win solutions.

Demonstrated ability to work both independently and as a team member, frequently accomplishing objectives via influence management versus direct control.

EDUCATION AND/OR EXPERIENCE: B.S degree in Chemical/Mechanical/Electrical Engineering. Knowledge and experience with FACI Computer Systems such as SAP, MS Outlook, Word, Excel, SIMS, Espiral, among others. Demonstrated skills to complete work independently, on time and through influence. Good verbal and written communication skills. Demonstrated knowledge of chemical process operations as documented in area specific qualifications.


LANGUAGE SKILLS: Fully bilingual - Spanish/English. Communication – good written and verbal communication is very essential.


MATHEMATICAL SKILLS: Ability to apply mathematical operation to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.


REASONING ABILITIES: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

This role provides support to an operation that runs 7/24, therefore requirement to provide support outside normal work schedule may be required.
