World Relief seeks a ILS Program Manager. This position is responsible for the oversight of the World Relief Texas Immigrant Legal Services (ILS) Team to ensure quality program and service delivery and compliance with agency, community, and funder standards. This includes staff, volunteer, and intern supervision; program management, evaluation, and reporting, and; provision of quality services to foreign nationals.


Role & Responsibilities

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

Staff Supervision:
  • Onboard, train, supervise, coach, and evaluate ILS staff, volunteers, and interns
  • Lead ILS staff in setting appropriate individual and team goals and objectives
  • Provide personal and professional development opportunities and support to program staff
  • Facilitate regular meetings with staff and with other program managers to ensure quality, team-based service provision
  • Other duties as assigned

Program and Grants Management:
  • Develop and maintain systems, policies, and procedures for ILS Team, within the framework of World Relief Texas strategic goals
  • Report to and collaborate with program director to assure annual goals, projections, and performance standards for program grants are met on a monthly, quarterly, and annual basis
  • Attend state and organization meetings as appropriate
  • Provide direct service support, as needed Client Service Provision (If DOJ-accredited or Licensed Attorney)
  • Prepare legal immigration applications and materials for clients and ensure accuracy on the applications
  • Determine eligibility for requested services and provide sound legal advice for clients
  • Ensure that copies of all relevant applications and documents are placed in the client’s file
  • Input case-related information into the client database
  • Other duties as assigned

Program Evaluation and Reporting:
  • Complete and submit, in collaboration with the program director, reports to grantors and World Relief Texas leadership in a timely manner
  • Perform regular quality control tasks to ensure program success and accurate reporting
  • Provide regular review of client service systems with the program director
  • Communicate regularly with the program director
  • Provide an appropriate feedback mechanism to ILS Team
  • Collaborate with Immigration Technical Unit and supervisor on difficult legal questions, program management, recognition & accreditation, strategic planning, etc.
  • Participate in conference calls and regular communication with organizational leadership and technical legal support provider.

Requirements
  • Mature and personal Christian faith

  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
  • A heart for service to vulnerable people and committed to the mission, vision and values of World Relief Texas
  • Ability to work both independently with minimum supervision, and in collaboration with others
  • Previous cross-cultural experience
  • Skill in organizing, coordinating and implementing various components of a project, and ability to provide accountability to ensure objectives are met
  • Detail-oriented and proactive
  • Decisive, with an ability to obtain necessary information to make good decisions
  • Able to demonstrate previous examples of strong initiative and leadership skills
  • Excellent problem solving and conflict resolution skills
  • Proficiency with Microsoft Word & Excel
  • Ability to communicate clearly, both orally and in writing
  • Flexibility in schedule and a desire to learn
  • Ability to perform basic accounting functions in order to produce budgets and track spending
  • Current driver’s license, and clean driving record

  • PREFERRED QUALIFICATIONS:
  • DOJ Accredited with World Relief, or an Attorney licensed to practice law in Texas
  • Knowledge and understanding of Immigration Law and Systems
  • Prior management experience
  • Educational background in Business Management, Nonprofit Management, Social Work, International Relations, or a related field


$25 - $29 an hour

·         While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations

WORK ENVIRONMENT: 

 

·         General office setting. World Relief also offers hybrid and remote schedules for limited positions.

·         Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in virtual meetings may be required.

·         Year-end archiving activities involve repeated lifting and bending.
