The Opportunity - Manager of Strategic Unemployment Partnerships


The Manager of Strategic Unemployment Partnerships will provide the leadership, operational support and strategic direction to achieve Wrapbook's goals for optimizing unemployment claims. This involves creating and executing a strategy for optimizing unemployment using an already selected third party. You will partner with finance to model the different scenario plans based on state inputs, timing and operational capacity. The ideal candidate will have expertise in working cross-functionally with the product and engineering team to deliver and optimize third party integrations. You will partner with the Director of Payroll Operations to establish the operational processes to bring the program to life. 


What you’ll do:


  • Create and execute on a strategy to optimize state unemployment claims. 
  • Partner with a third party agency to facilitate data exchange in support of this strategy. Ensure this integration is done on time and in accordance with the requirements outlined at project start. 
  • Partner with the financial team to provide financial forecasts on cost savings based on different scenario planning. Once mapped out, determine our program goals and partner with finance to create a dashboard to track these metrics. 
  • Identify industry trends and/or other ways to optimize our Unemployment claims for the benefit of Wrapbook. 
  • Become the internal unemployment subject matter expert by providing internal counsel to drive operating best practices 
  • Sets up and actually does the operational processes to support unemployment claims. As the program grows we will figure out how to scale, but this is a manager and individual contributor role where no task should be viewed as too small to bring this program to life. 
  • Work with internal stakeholders on developing a claims management structure and executing on the plan, tracking KPIs and adjusting the operational plan as necessary
  • Build and maintain claims reporting workflows.
  • Review and recommend strategies for each state, then create measurable goals to reduce the financial impact of UI claims.
  • Manage relationships with partners and state agencies.
  • Project manage system implementations and testing.
  • Collaborate with internal Payroll, Finance, and Tax teams to standardize processes
  • Evaluate and develop reporting procedures.
  • Investigate and resolve unemployment insurance-related issues/questions.
  • All other duties as assigned.


What you’ll have:


  • 7+ years of experience working in an unemployment insurance related field, including government agencies.
  • Bachelor’s degree required.
  • Expert knowledge of unemployment tax laws in all states.
  • Proven ability to build financial impact models.
  • Project management experience.

Base Salary Range: $92,000 - $144,000 (This is not inclusive of any bonus, commission, benefits or equity that might exist in your total compensation package.)


Wrapbook employs individuals across the United States and Canada, and this salary range spans multiple geographic zones based on market benchmark data. Your zone is dependent on where you live.
