The Employment Law Unit (ELU) is a vital program situated within the Office of the General Counsel (OGC) at the NYC Health Department. It has jurisdiction over the 7,000 employees in the agency to investigate and prosecute matters relating to employee misconduct and fitness for duty.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Assist the Employment Law unit in all phases of the disciplinary process including, investigations, preparation of disciplinary charges and prosecution from Informal Conference through the appeals process, including OATH and Civil Service Commission.
Research and draft important and complex legal documents and opinions and support the legal office as needed.
Work on Conflicts of Interest (COI) matters.
Deliver agency-wide trainings to supervisory staff in the area of progressive discipline and its relation to the administrative disciplinary process.
When necessary, work with the General Counsel or Deputy General Counsel on legal matters received by OGC.
PREFERRED SKILLS:
Excellent written and verbal communication skills;
Great attention to detail;
Knowledge of Employment Law, including New York Civil Service Law, New York Conflicts of Interest Law and relevant disciplinary rules affecting New York City employees;
Knowledge of administrative law;
Litigation experience; and, strong organizational skills.
