Job Description

Civil Service Title- Transportation Specialist 3

* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF TRANSPORTATION SPECIALIST, OR BE REACHABLE ON THE
OPEN-COMPETITIVE LIST, EXAM# 3027 OR ELIGIBLE UNDER THE 55-A PROGRAM. PLEASE INDICATE ON YOUR RESUME.*


Serves as Director of the Over-Dimensional Vehicle Permit Unit in the Division of Bridges. Responsible for assisting the Senior Director with the day-to-day activities and functions of the Truck Permit Unit’s processing and issuance of the Over-Dimensional, Annual Overweight Load and Special Hauling / Annual Crane permits. Oversees the processing of film production vehicles applications and coordinates with NYC DOT Fiscal Affairs, The Mayor’s Office of Film, and film production staff. Manages the processing of all daily over-dimensional vehicle permits. Plans, assigns, and monitors, and evaluates the work of unit staff. Reviews the work of the staff for accuracy and adherence to unit policies and procedures. Collects and analyses information regarding route surveys and geometric survey submissions for large ongoing construction projects. Routes over-dimensional and over-weight vehicles to maintain traffic flow, speed restrictions and height and weight restrictions. Acts as liaison to various city agencies such as NYPD, MTA Tunnel and Bridges, Port Authority of NYNJ, and New York State DOT. Meets with ITT staff to review enhancements to permitting systems. Performs other related duties.

Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
