Senior Portfolio Manager

Responsibilities

Noblis ESI is seeking an experienced Senior Portfolio Manager to support our government client in Quantico, Virginia. 

 

Responsibilities Include: 

 

Capability Development & Analysis

  • Conduct capability-based and feasibility assessments, analyzing technology and capability alternatives.
  • Provide technical expertise across research, development, test, and evaluation phases, including inspecting projects and preparing reports.
  • Perform full-spectrum analysis using all-source data (law enforcement, intelligence, military, budgetary, acquisition) to identify and bridge project data gaps.
  • Generate, staff, monitor, assess, integrate, and report on project requirements, providing insightful analysis on potential outcomes of developing capabilities and strategies.
  • Identify opportunities to develop tools and strategies addressing adversary capabilities and threats, monitoring and assessing public and private capabilities.
  • Provide full-spectrum research, development, test, and evaluation support, focusing on emerging technologies, tradecraft, small arms and ballistics, and remote-piloted/autonomous vehicles.
  • Design, develop, and improve prototypes and processes for specific mission needs.
  • Conduct agency-wide capability assessments, produce capability needs statements, and evaluate public and private technology solutions against Sponsor requirements.
  • Lead studies and assessments to identify materiel and non-materiel solutions.
  • Promote collaboration between client Program Offices, operational sites, contractors, and mission partners.

 

Program & Strategy Management

  • Provide program management services across all phases, including JCIDS, PPBE, and DoD 5000 series policies.
  • Identify and report efficiencies to accelerate mission-specific capability delivery.
  • Provide technical service management, support technical review processes, and implement agile delivery models for Air Force systems modernization.
  • Support the Director of Strategy and Futures by implementing enterprise-level business and operational strategies.
  • Develop and maintain partnerships with stakeholders in the military, law enforcement, security, intelligence, and NGO communities.
  • Implement command-wide business and operational strategies shaping Air Force future concepts, capabilities, and organizational structures.
  • Identify, report, and address risks to efficient strategy development and implementation.
  • Advocate for long-range, strategic requirements and advance capability development programs.
  • Assess and integrate relevant law enforcement, military, intelligence community, and international policies impacting the Air Force client.

 

Futures Development & Wargaming

  • Characterize, assess, develop, test, evaluate, and report on new concepts and capabilities.
  • Develop, assess, and execute wargames, concepts of operation, and planning exercises addressing future mission needs.

 

Enterprise Management & Resource Optimization

  • Provide direct support to the Director of Enterprise Management and Resources.
  • Deliver integrated and coordinated business decisions, policies, and support to optimize Air Force resource management processes.
  • Provide executive-level integration and program management support for corporate resource and management processes.
  • Oversee cross-directorate business processes and integrate best practices across functional areas.
  • Provide timely analysis, reporting, and options for client executive leadership.
  • Assess, evolve, and execute enhancements to client business practices.
  • Provide expert advice and strategic integration consultation based on deep knowledge of DoD, Department of the Air Force, and Joint Staff processes.

 

In this hybrid role, you'll have a defined work location that includes work from home and assigned office days set by your manager.

Required Qualifications

  • Active Top-Secret Clearance with SCI and SAP eligibility.
  • US Citizenship is required. 
  • Bachelor's degree with technical project management expertise and a minimum of 10 years in DoD or Intelligence Community (IC) settings.
  • Minimum of 1 year of experience managing staff and/or leading teams
  • Proven track record of delivering complex technical projects on time and within budget.
  • Deep understanding of project management methodologies like Agile and Waterfall.
  • Experience creating and maintaining partnering relationships with business leaders at the executive levels.
  • Experience with creating presentations, training material, network diagrams, reports, and templates for use at the executive level.

Desired Qualifications

  • Understanding/awareness of latest trending technologies and applications.
  • Knowledge of the principles and practices of counterintelligence functional services, collection, investigations, and operations.
  • Previous experience supporting a counterintelligence unit.
  • Systems engineering and architecture experience.
  • Experience in strategic initiatives and collection design.
  • Strong oral and written communication skills.
  • Self-motivated with the ability to work independently and in a team environment.
  • Flexibility to adapt to changing situations.
  • PMP or equivalent certification.
  • Available to travel.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
