About the Job:

The Terminal Business Development team is seeking a Business & Property Manager II with a strategic and relationship-driven approach to managing high-profile tenant partnerships and commercial initiatives. As the busiest single-runway airport in the nation, SAN serves as a gateway to the vibrant culture, business opportunities, and global connections that make San Diego so special. This role is instrumental in shaping the airport’s non-aeronautical revenue strategy, overseeing key concessionaires, retail, and passenger service providers while ensuring lease compliance and operational success.

Success in this role requires financial acumen, diplomacy, and a collaborative mindset—balancing business priorities, passenger expectations, operational constraints, and the airport’s role as a regional driver of economic growth. Operating within a space-limited environment, every commercial decision must prioritize high-value returns and long-term sustainability. What You’ll Do:

  • Tenant & Property Oversight: Serves as the principal liaison for assigned tenants, ensuring lease compliance, financial obligations, and operational standards. Leads tenant improvement projects in collaboration with Airport Design & Construction.
  • Business Case Development & Revenue Strategy: Conducts financial analyses, including proformas and Net Present Value assessments, to evaluate business viability. Reviews enplanement and forecasting data to advise tenants on revenue opportunities.
  • Lease & Contract Management: Prepares, negotiates, and administers leases, operating agreements, easements, and permits. Facilitates Request for Proposal (RFP) processes and explores alternative methods for business development.
  • Market & Operational Analysis: Monitors industry trends, customer preferences, and regulatory changes to propose revenue-generating space uses. Conducts market analyses and renegotiates rents and charges as needed.
  • Dispute Resolution & Compliance: Manages lease-related disputes, requests for contract relief, and compliance issues in coordination with legal counsel and auditors. Develops solutions for tenant businesses facing operational challenges.
  • Strategic Program Collaboration: Works cross-functionally to support business intelligence initiatives, quality assurance programs, marketing strategies, and passenger-facing technology solutions, while contributing to emergency planning and operational continuity efforts.

  3. Critical & Financial Thinking – Analyzes market trends, forecasts outcomes, and evaluates business cases to optimize revenue and economic viability.
  4. Problem-Solving & Adaptability – Identifies challenges, navigates approval processes, and drives operational solutions in a dynamic airport environment.
  5. Planning & Space Utilization – Manages diverse agreements, ensuring strategic use of limited airport space to enhance revenue and passenger experience.
  6. Ethical Leadership & Innovation – Upholds integrity in business decisions while identifying and pursuing new revenue-generating opportunities.

The Experience You Need to Have**:

  • Five years of progressively responsible property management experience, at least two years of which involve retail or food & beverage management, commercial or industrial property management, and/ or real estate development, or any equivalent combination of education, training, and/or experience.
  • Graduation from an accredited four-year college or university with a major in business administration, public administration, finance, marketing, or a closely related field.

Preferred Licenses; Certificates; Special Requirements:

  • Designation as a Certified Member (CM) or Accredited Airport Executive (AAE) from AAAE, International Airport Professional (IAP) from ACI, Certified Property Manager (CPM), or Project Management Professional (PMP).
  • Experience in airport, transportation hubs, or public sector property management is highly desirable.
