Community Outreach and Distribution Manager (Gaza & Middle East) - Jordan

The Community Outreach (CO) Unit Manager is responsible for assessing community specific needs to establish WCK meal distribution while building and maintaining strong community relationships with recipients, partner organizations, and government agencies. The unit is composed of the following roles: Jordan support and the following positions in Gaza: Community Outreach Unit Manager, Deputy, Coordinators, Data Team and Advisors. Serve as the main support and point of assistance for the Community Outreach Unit Manager and Distribution Manager in Gaza, overseeing daily tasks and activities related to community outreach and distribution efforts. This role will also oversee remote activation efforts in other countries of the region when needed such as Lebanon, West Bank and  Israel .

This position is based in Amman, Jordan. The Community Outreach Unit is a key member of the team on the Gaza activation, reporting directly to the Gaza Response Director.

This role is a contract term position with the opportunity for renewal.

Key Responsibilities:

  • Update the Response Director with comprehensive updates on work progress and any potential issues. 
  • Act as the primary point of contact between the CO Unit Manager in Gaza, collaborating on goals, strategies, and updates related to CO activities, while addressing any issues that arise.
  • Provide consistent updates on community outreach operations to the Response Director and Leadership teams in Jordan and the United States. 
  • Build and maintain strong relationships with NGOS, INGOS, UN and other partners working in Gaza to assess food needs and stay informed about relevant events in Gaza that may impact our operations.
  • Provide leadership and support to CO team members, fostering a culture of urgency, accountability, adaptability, and continuous learning.
  • Provide remote supervision and guidance to Community Outreach teams, ensuring tasks are completed on schedule and meet quality standards. 
  • Collaborate with the CO Unit Manager in Gaza to monitor the progress of ongoing projects, making adjustments to plans as needed.
  • Address operational challenges and any internal issue that may arise within the team in Gaza.
  • Maintain accurate records of outreach activities and share with the media team worth sharing activities  to ensure visibility.
  • Provide support with map tools to offer a clearer overview of current beneficiaries, hot meal distribution, and other key data for better decision-making.
  • Collaborate with the Gaza Community Outreach Unit Manager to discuss and manage all HR-related matters, including hiring positions and defining roles needed in the organizational chart. Drafting and issuing warning letters when necessary. Addressing any other HR-related tasks to ensure the team is effectively staffed and managed.
  • Ensure that all teams strictly adhere to established security protocols.

NORTH GAZA

  • Identify, vet, and build strong relationships with partners in the north to ensure alignment with goals and ensure effective aid delivery.
  • Develop and implement the distribution plan in coordination with the logistics team and partners in the north, ensuring efficient and timely delivery of aid.
  • Collaborate with the Supply Chain team to ensure the procurement of items that meet on-the-ground needs and reflect recipient feedback.
  • Oversee and coordinate aid delivery in the northern region, ensuring timely and efficient distribution while monitoring partner compliance with their distribution plans.
  • Ensure accurate recording of all distribution activities in the north in Airtable and other data collection systems as necessary.
  • Research, recruit, onboard and manage restaurants ensuring compliance with financial protocols and alignment with WCK culinary guidelines.
  • Review and approve supplier invoices in collaboration with the Finance department.

DISTRIBUTION

  • Serve as the main support and point of assistance for the Operations Unit Manager in Gaza, ensuring effective and efficient distribution of hot meals.
  • Provide support with map tools to simplify route planning and ensure efficient and safe distribution routes.
  • Support the team in collaborating with bread suppliers and partners, such as WFP, to ensure a consistent supply of bread.
  • Assist the team in developing strategies and contingency plans to address potential supply challenges, including disruptions on distribution routes or bread deliveries caused by security or operational  issues.

SUB ACTIVATIONS

  • Oversee remote activation efforts in West Bank Lebanon, Israel, and any other areas where aid is needed, ensuring alignment with WCK goals and staying informed on the evolving needs on the ground.
  • Provide regular  program updates to internal and external stakeholders. 
  • Coordinate with the on-ground team to provide timely and adequate support as needed and ensure data is accurate and up-to date. 
  • Regularly send multimedia content and updates on remote activations to WCK’s media teams and channels.
  • Manage accurate and timely operational information associated with suppliers, recipients, and meal deliveries, as well as distribution of food kits. 

  • Ability to work in the Amman, Jordan, office six (6) days per week and/or working remotely one (1) day per week. 
  • Previous experience in Community Outreach, distribution coordination or humanitarian operations, preferably in conflict or disaster-affected areas
  • Strong communication and interpersonal skills to facilitate collaboration with partners and team on the ground.
  • Ability to work independently and manage multiple tasks remotely. 
  • Leadership with empathy and problem-solving abilities to address complex challenges in disaster-affected communities.
  • Proven adaptability in fast-paced, changing environments with limited resources.
  • Proficiency in English (written and spoken); knowledge of Arabic is a plus.
  • Commitment to humanitarian principles and a deep understanding of community needs in disaster contexts.

Working Conditions: This role requires the ability to work in high-stress, ambiguous environments. Flexibility and adaptability to changing conditions are essential.

Duration: This is a contract term position with the opportunity for renewal, offering a unique chance to support WCK's responses.

Reports to: Gaza Response Director

Location(s): Gaza-based in Jordan, with frequent travel to active relief sites throughout the Middle East.

Contract Type: We are excited to offer an opportunity in partnership with TCW Global. The successful candidate will be contracted by TCW Global which will handle all HR-related processes, including payroll, benefits, and compliance, while the employee will work directly with World Central Kitchen to fulfill the job responsibilities.
