Overview:

Agile Defense is looking for a Program Management Analyst II to support a federal client’s national security program. The Analyst will provide programmatic support to the client’s operational requirements and various priority programs. This position is exempt.

 

Clearance:  

Active Top Secret clearance is required at time of application. Candidate must have the ability to successfully complete a Counterintelligence (CI) Polygraph examination if successful CI Poly has not been recorded within the past five years. 

 

Responsibilities/Duties:   

The selectee shall provide Executive Staff-level support to NSB ESS and various federal agency programs and perform as a key analyst for the evaluation of program data and programs as follows:


Use quantitative and qualitative analysis to perform complex data analyses of high impact programs to assess and report resourcing of operational programs. 

Write executive-level briefing papers to succinctly explain program data, requirements, issues, and recommendations.

Brief management on status, issues, and options for programs and projects.

Use quantitative and qualitative analytical skills to analyze and evaluate data, identify issues and formulate recommendations for presentation.

Extract source data from multiple databases.

Accurately manipulate data in spreadsheets and pivot tables as an analytical tool and to create demonstrative graphics and tables for briefing products.

Research and analyze prior practices, guidance, policies, and regulations that informs the analysis of options.

Coordinate and partner with internal/external divisions to collect task responses and requests for information (RFIs).

Draft Branch final responses for taskers and RFIs containing written justifications and data requirements.

Attend meetings and routinely draft meeting notes summarizing topics, outcomes, and follow-up items.


Required Qualifications
  • Bachelor’s degree in Economics, Data analytics, or a related field. However, if highly relevant experience required in the position description can be demonstrated to the satisfaction of the government, then a 4-year Bachelor’s degree in field not listed previously may be acceptable.
  • Minimum 6 years expert experience in federal government (intelligence, defense, law enforcement community) leading and/or coordinating multiple, complex projects with frequent aggressive and/or competing deadlines.
  • Superior writing skills and experience producing data/resource-focused summary papers, reports, and briefs containing written analyses, justifications, and graphics describing data related to operational outcomes, such as congressional justifications, fiscal summaries, and talking points for executive-level and external agency audiences.
  • Superior briefing and interpersonal skills.
  • Strong skill researching and analyzing data, written information, and programmatic outcomes to assess risks, formulate recommendations, and present written analysis and data which aligns with organizational goals.
  • Experience applying operational objectives/outcomes to fiscal goals.
  • High proficiency using MS Excel spreadsheets and pivot tables, PowerPoint presentations and demonstrative graphics, Word documents, and SharePoint lists and workflow tools.
  • Demonstrated experience successfully working at an Executive Staff-level.
  • Keen attention to detail.
  • Self-starter with demonstrated initiative.
  • Writing sample required.


Preferred Qualifications
  • MBA or Master’s degree in Economics, Data Analytics, or a related degree.
  • Outstanding writing and briefing skills.
  • Expertise using MS Excel as an analytical tool.
  • Expertise with federal planning, programming, and evaluation/execution processes and principles.
  • Expertise writing resource justifications for Congressional, OMB, DOJ, and ODNI audiences.
