SUMMARY


The NSIN ICON task will support the National Geospatial-Intelligence Agency (NGA) CIO-T Accessibility Office mission in support of Section 508/IT Accessibility, advocating and overseeing implementation of Electronic and Information Technology to ensure it is consistent with policy and accessible to people with disabilities.


This position supports the National Geospatial-Intelligence Agency (NGA) CIO-T Accessibility Office mission in support of Section 508/IT Accessibility, advocating and overseeing implementation of Electronic and Information Technology to ensure it is consistent with policy and accessible to people with disabilities. The candidate will advise, assist, lead, manage, work and/or support IT Accessibility Program (Section 508) Business Operations with policy, process, procedure development, review, coordination, adjudication, promulgation, communication, and compliance.



JOB DUTIES AND RESPONSIBILITIES

·         Support IT Accessibility technical analysis to include applying advanced test quality methods, theories, and research techniques.

 

·         Test, debug, and document enterprise applications and components for accessibility.

 

·         Analyze requirements and develop test plans for accessibility and document results.

 

·         Conduct internal and external website and Application Testing/Remediation, providing feedback to customers on results and options, and interfacing with the Program Management Offices on test results and potential solutions.

 

·         Use and/or develop testing software, scripts, and guidelines.

 

·         Work with Systems Engineers to integrate Captioning and Transcription Applications.

 

·         Conduct internal and external website and Application Testing/Remediation.

 

·         Participate in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design, and test tools selection that compliment system security.

 

·         Assist with the procurement, development, maintenance, and use of a corporate captioning and transcription service.

 

·         Perform planning, analysis/traceability of user requirements, architectures traceability, workflow, scheduling limitations; procedures, and problems to automate or improve existing captioning and transcription systems.

 

·         Review and evaluate captioning and transcription cloud service capabilities.

 

·         Guide test and evaluation, maintainability, and analysis for captioning technologies, services, and applications.

 

·         Understand application of Word Error Rates (WER)s and devise technical methods to reduce word errors in machine learning.

 

·         Perform research and technical assessment of word accuracy and comprehension models other than WER.

 

·         Use speech recognition toolkits such as SCLITE to assess and analyze WER.

 

·         Support captioning and human language technology.


ADDITIONAL SKILLS & QUALIFICATIONS


Required Skills

·         Bachelor’s degree in STEM or Business field, or equivalent experience with a related field and a minimum of 9 years of experience in a distinct functional or cross-functional area. 

 

·         Experience with Microsoft Office Suite, including Teams and Project.

 

·         Experience in a Government QA project environment.

Preferred Skills

·         Experience providing quality management with software development and IT service management projects.

 

·         Relevant industry standard certifications such as Lean Six Sigma Green Belt or PMP.

 

·         Experience auditing to external quality standards such as ISO 9001, ISO 20000, AS9100, and CMMI development.

 

·         Experience with peer reviews and process auditing, collecting and analyzing metrics.

 

·         Section 508/IT Accessibility experience.


WORKING CONDITIONS


Environmental Conditions

·         Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Strength Demands

·         Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles.  Some occasional walking or standing may be required.   Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
