Job Summary

Manages all safety and security efforts to ensure the airport meets TSA regulations and requirements. Responsible for reviewing and interpreting the impact of all TSA regulations, amendments, and advisories on safety and security activities and making subsequent recommendations for revisions to the Airport Security Program (ASP). Oversees the operation of the Identification Badge/Access Media office. Reviews airport security programs, security directives and airport tenant activities for compliance with airport and federal regulations. Manages day-to-day security operations.

Job Responsibilities

• Supervision/Management - Manages the Airport Public Safety & Security Department. Ensures compliance with Federal, State, and local regulations through audits and inspections.
• Policies & Procedures – Establishes, implements and develops policies and procedures to comply with Federal, State, and local laws and regulations for the safety and security of aircraft, passengers, patrons, employees, and facilities.
• Coordinates Security Activities/Requirements with Other Departments - Develops and maintains liaison with Federal, State, and local agencies involved in providing public safety and/or security functions.
• Advisor & Subject Matter Expert for Aviation Security - Advises the director and senior staff of safety and security issues or concerns, and provides recomendations or solutions.
• General understanding of various local, regional, and federal laws, orders, rules, and regulations (14 CFR Part 139, 49 CFR TSR 1540/1542, NIMS/ICS).
• Directs the development and training of the Airport Security Coordinators (ASC) to ensure compliance with all federal regulatory requirements.
• Monitors current and future national legislative actions and initiatives regarding the Department of Homeland Security (DHS), the TSA, and the Homeland Security Investigations (HSI) to identify refinement in airport industry security policies and procedures.
• Collaborates with the Technologies to maintain the airport’s security systems and ensure the best solution is implemented for situational awareness.
• Internal collaboration with Technologies, Operations, Properties, and Maintenance for operational and strategic support of the airport’s security systems and infrastructure.
• Collaboration with stakeholders: air carriers, concession tenants, vendors, contractors and ground transportation to address security concerns and allocate resources for functional and operational areas.
• Provides strategic planning Capital Budgets related to Public Safety & Security and monitors the budget and oversees financial well-being by analyzing cost effectiveness. Directs cost control activities.
• Facilitation of airport law enforcement activities and collaboration to ensure a unified approach across multiple jurisdictions to support the airport’s strategic plan.
• Ability to push, pull, carry and lift up to 50 lbs.
• Must pass background checks, drug test and be capable of meeting and maintaining FAA security requirements for unescorted access in the Security Identification Display Areas (SIDA).
• Ability to properly or safely operate county vehicles and computers.
• Other duties as assigned.

Required Education, License/Certification and Experience

• Current residency within the State of Wisconsin required.
• Valid Wisconsin Driver’s License required and must be maintained throughout employment.
• Bachelor’s degree or higher in Aviation Management, Business Management, Criminal Justice or a related field required.
• One (1) year or more of work experience in Aviation, Airport Operations, Airport Security or administering provisions of CFR Part 139, 49 CFR TSR 1540/1542 required.
• One (1) year or more of work experience in a management/supervisory role required.
• Basic knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required.

Preferred Certifications

• AAAE Airport Security Coordinator (ASC)
• AAAE Airport Certified Employee (ACE)
• AAAE Certified Member (CM)

Note: This Original Examination is open to current residents of the State of Wisconsin. The selection process will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods.
