Duties WHAT IS THE COMMUNICATION AND LIAISONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies Will Be Filled In The Following Specialty Areas COMMUNICATION AND LIAISON COMMUNICATIONS, Planning & Content Development The following are the duties of this position at the full working level. • Serves as liaison between the Agency and internal parties on significant and sensitive matters involving communication activities.• Works with senior agency officials in the formulation of national policy and programs. Provides counsel and advice to senior officials on communication implications and internal interpretation of policies and decisions under agency consideration.• Works in coordination with IRS executives and managers, operational tax administration experts, and National Communication counterparts to provide accurate, comprehensive and strategic internal communication on a broad range of complex issues. Determines the need for internal information campaigns to ensure employee awareness of initiatives supporting improved voluntary compliance with Federal tax laws. Prepares talking points and/or briefing papers.• Builds effective working relationships with OD/FD/SS executives, management, and communication personnel by providing counsel and advice during the development and implementation of national policies and procedures. Interprets, on behalf of agency management, tax law, regulations and IRS policies, procedures, and programs for internal dissemination.• Builds effective working relationships with business unit communicators or business representatives to develop effective ways to communicate the tax law, regulations, and IRS policies, procedures, and programs. Tests and implements strategies, policies, and procedures for effectively communicating various tax issues.This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.HelpRequirementsConditions of Employment• Telework Eligible Positions: Telework eligible positions do not guarantee telework. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))• A 1-year probationary period is required.• Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.• Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.• This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet all qualifications and eligibility requirements by the closing date 06/14/2024 of this announcement.SPECIALIZED EXPERIENCE: GS-12 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Examples of specialized experience includes designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program. Examples of experience includes developing and disseminating information materials to the general public or specialized target groups; writing annual reports to congress; speech writing; develop and write for the web.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".SPECIALIZED EXPERIENCE GS-13 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
