Department Summary

The Central Business Service Offices (CBSO), a shared service office, provides service within the Office of the Provost portfolio. The specific services are in the areas of Finance, Human Resources, Payroll, Purchasing, Contracting, Travel, and Accounts Payable.

The mission of the shared services group is to provide consistency through centralized services, offering our expertise in processing a wide variety of financial and human resources transactions and functions including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, and University Human Resources, and Payroll Administration. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.

The CBSO unit provides shared services for several organizations within the OtP portfolio including:

  • College of Design
  • School of Journalism & Communication
  • College of Education
  • Clark Honors College
  • Ballmer Institute

The units supported by CBSO constitute a large business enterprise consisting of more than 2,500 employees and a total budget of more than $100 million in budgeted operations funds. There are additional operations funds such as foundation funds, research funding, designated operations, and other non-general funds, an estimated $15M before foundation funds. The CBSO also works with multiple employee category types funded from various sources such as sponsored, gift, and foundation funds and research, outreach, and designated ops org funds. The CBSO also handles these fund transitions in addition to budgeted operations funds.

Position Summary

The purpose of the Buyer 1 position is to process purchase orders and contracts and to consult with units on all aspects of purchasing and contract needs. Expenditures must be carefully monitored for compliance with state, grant, and UO Foundation regulations and guidelines.

This position makes decisions related to UO business expense policies along with UO purchasing and contracting policies. Non-routine or unusual decisions will be made in consultation with the CBSO Contracting and Procurement Manager. The complex nature of this position requires the ability and skill to track transactions and/or errors through an account from initiation to resolution. This position routinely interacts with internal and external (national and international) constituents including faculty, staff, administrators, and vendors.

This position reports to the CBSO Contracting and Procurement Manager.

Minimum Requirements

  • One year of full-time purchasing experience - must include using purchasing practices, procedures, and techniques such as determining specifications, placing purchase orders, and processing requisitions; AND
  • Bachelor's degree in Business Administration or a closely-related field or three more years of relevant experience.

Professional Competencies

  • Intermediate experience with Microsoft Suite including Excel, Outlook, and Word.
  • Ability to communicate effectively within a team and to customers both within and without the industry.
  • High level of attention to detail.
  • Ability to interpret, understand, and communicate clearly complex policies and procedures to non-accounting personnel.
  • Ability to work independently as well as in a team setting.

Preferred Qualifications

  • Three years of experience working with integrated information systems such as Banner, PeopleSoft, or similar.
  • Three years of experience with purchasing and procurement within a nonprofit or other relatable experience.
  • Three years of experience with contracting policies and procedures within a nonprofit or other relatable experience.
  • Experience with Amazon Business and other procurement sites and systems.
