PurposeResp & QualificationsCareFirst is undertaking a digital transformation which requires enterprise agility paired with the retooling of our technology stack to speed delivery and expand our reach. To drive this transformation, the Product Manager is a leadership role that will help drive the maturity of our Product Management capabilities by executing our Product Management Maturity roadmap through the delivery of value within a Value Stream.Ensures solutions deliver tangible business value by collaborating with Customers, Stakeholders, Solution Management, and User Experience. Develops and maintains the product vision and a flexible roadmap that can be adjusted in response to changing business objectives and customer needs. Partners with Value Stream and Agile Release Train (ART) leadership to define outcomes-based Value Stream Objectives and Key Results (OKRs) to ensure predictable delivery of value to our customers. Responsible for defining and prioritizing the program backlog for the product family. Collaborates with Value Stream and ART leadership to ensure Program Increment alignment for the product line, guiding the ART toward successful delivery of value.Essential Functions• Develop and maintain the product vision and roadmap that aligns to business objectives. Identify key milestones in the product roadmap.• Establish and maintain stakeholder relationships, facilitating stakeholder communication, effectively translating technical solutions into value proposition.• Provide product management and product ownership leadership, mentoring and governance to implement PM/PO standards and best practices.• Provide necessary guidance to the VS teams related to team composition, flow of requirements, and continuous improvement efforts.• Identify and manage a list of opportunities to be prioritized, reviewed, and experimented.• Leverage Market research and obtain end user data through the execution of interviews, surveys and testing to help inform the product roadmap.• Partner with Solution Management to facilitate the product family level feature refinement.• Decompose Portfolio Epics into Features, partnering with impacted teams PO, define benefit hypothesis and refine acceptance criteria.• Partner with the Solution Management to create, prioritize and accept features in system demos.• Identify and implement improvements to discovery sessions to capture functional and non-functional requirements, ensure its completeness, integrity, and technical feasibility.• Perform vendor product capabilities assessment and readiness for integrating with the solution for upcoming PI.• Gather key results to report progress on OKRs and identify new opportunities to support the CareFirst Operating Plan and strategic themes.• Address implementation risks and issues in ART sync.Supervisory ResponsibilityLeads a team utilizing a matrix management system.QualificationsEducation Level: Bachelor's Degree in Product Management, Engineering, Information Technology or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.Licenses/Certifications• Certified Product Manager (CPM)-AIPMM Upon Hire Preferred• Certified Product Marketing Manager (CPMM)-AIPMM Upon Hire Preferred• Additional Scaled Agile Framework certifications including:• Certified SAFe Product Owner/Product Manager• Certified SAFe Agile Product Manager• Cerified SAFe AgilistExperience: 10 years experience product management and/or product owner experience.Strongly Preferred Experience• 2 years experience within a healthcare payor member engagement space.• 5 years experience operating in a Scaled Agile Environment, acting as a Product Manager within an Agile Release Train.• Experience coaching leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.Knowledge, Skills And Abilities (KSAs)• Proficient in project planning and life cycle development.• Excellent communication skills both written and verbal.• Proficient in Agile methodologies, principles, and procedures.• Ability to use Product KPIs and business metrics to optimize the product.• Ability to recognize, analyze, and solve a variety of problems.• Ability to analyze, organize and prioritize work while meeting multiple deadlines.• The incumbent is required to immediately disclose any debarment, exclusion, or other event that makes them ineligible to perform work directly or indirectly on Federal health care programs.• Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.• Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.• Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.Salary Range: $121,920 - $217,932Travel Requirements: 0 - 5%Salary Range DisclaimerThe disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed.
