The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

The inaugural Pharmacy Assistant Director will be a pivotal leader in the Department of Pharmaceutical Services, committed to the mission-driven goal of serving the public safety net’s acute care hospital and campus. This position serves as a key partner for the Pharmacy Director to develop and execute key goals, objectives, and priorities. Responsibilities include overseeing regulatory compliance for the inpatient pharmacy and clinics on ZSFG campus, serving as the the department’s liaison to relevant state agencies, and managing staff and operations to ensure safe and compliant practices. The role also involves coordinating pharmacy services with multiple key departments and divisions operating on the campus, including nursing, physicians, risk management, quality, capital projects, biomed, material management, finance/accounting, human resources, and others.

The Pharmacy Assistant Director (0933 Manager V) performs the following essential job functions:

  • Oversees the delivery of pharmaceutical services to patients at Zuckerberg San Francisco General Hospital, ensuring the efficient management of daily operations within the acute care pharmacy.
  • Develops and maintains a robust system for drug distribution, utilization, and control, ensuring the provision of high-quality, appropriate, and cost-effective pharmaceutical services.
  • Leads Quality Improvement initiatives and strategizes the integration of pharmaceutical services across ZSFG and San Francisco Health Network (SFHN) Pharmacy.
  • Directs, manages, and coordinates the overall operations of the ZSFG Acute Care Pharmacy Services, providing support and guidance to staff in achieving both individual and institutional goals.
  • Administers, develops, and revises departmental policies, procedures, and practices related to pharmaceutical services.
  • Ensures compliance with all state and federal laws and regulations governing the practice of pharmacy.

The Pharmacy Assistant Director (0933 Manager V) may perform other duties as assigned/required.

Qualifications

Required Minimum Qualifications

  1. License: Possession of a valid, current, and unrestricted license as a Registered Pharmacist (RPh) issued by the California State Board of Pharmacy; AND
  2. Experience: Five (5) years of verifiable experience as a pharmacist which must include three (3) years of experience supervising Pharmacists.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Two (2) years of pharmacy management experience in a large hospital system
  • Experience with CA Pharmacy law, CA Dept. of Public Health Services Title 22, Health Care Financing Administration and DEA regulations, Joint Commission Standards and 340B Compliance
  • Familiarity with pharmacy automation and technology
  • Membership in professional associations and/or community service
  • Experience or affiliation with a teaching institution
  • Experience with LEAN principles

Selection Procedures:

Training and Experience (T&E) Evaluation (Weight: 100%)
Candidates that meet the minimum qualifications will be invited to participate in a Training and Experience (T&E) evaluation that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of Federal and State legislation, California State Board of Pharmacy, and regulations that apply to inpatient pharmacy operations and hospital medication use, including controlled substances, 340B compliance, compounding regulations; ability to analyze and evaluate complex program requirements as well as implement effective operational and monitoring systems; knowledge of supervisory principles and practices, medication use process, technology, medication safety, financial stewardship, and LEAN principles.

Candidates must achieve a passing score on the Training and Experience Evaluation in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
