Job Description

Open to candidates who are permanent or those who will be successfully applying for the Open-Competitive PUBLIC HEALTH ADVISER, Exam No. 5116 or the PROMOTION TO PUBLIC HEALTH ADVISER, Exam No. 5541 within the filing period From: October 9, 2024, To: October 29, 2024.

The Office of Epidemiology reviews all highly suspected and confirmed cases to identify exposure risk; conducts epidemiologic investigations in residential and non-residential congregate settings; conducts notification, education, evaluation, and care coordination for individuals identified as contacts; manages and analyzes whole genome sequencing data to detect, investigate and respond to TB outbreaks, and conducts data analysis and research to describe the epidemiology of TB in NYC and to inform TB prevention and control policy.

We are seeking a Case Manager to join our Expanded Contact Investigations (ECI) Team in the Office of Epidemiology, which reviews suspected and confirmed TB cases and investigates TB exposures in congregate settings. As an integral part of the team, this person, with supervision, will assist with case review, data analysis, and contact investigations in diverse site types across the City and be part of the decision-making process that leads to such investigations.

The ideal candidate will be organized, has strong attention to detail, enjoys working with and serving the public, and can work both independently and as part of a team.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Review and enter data in the DOHMH TB surveillance and case management system
- Plan and conduct TB contact investigations in residential and non-residential congregate settings (e.g., worksites, schools, shelters)
- Communicate with patients, health care providers, laboratories, and others (in person or on the phone) to conduct interviews, collect relevant information, and arrange for follow-up medical evaluations
- Assess results of investigations to determine if further expansion or public health intervention is warranted
- Assist in conducting TB education sessions at sites where exposures have occurred
- Conduct and coordinate contact identification, notification, education, and care coordination
- Support administration and implementation of TB testing events in community settings
- Conduct TB testing, including specimen collection (phlebotomy) and transport as needed
- Conduct medical chart review
- Other duties as required

PUBLIC HEALTH ADVISER - 51191

Qualifications

1. A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or
2. A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting field investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or
3. A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described in "2" above; or
4. Education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in "1" above or six months of experience as described in "2" above.
Additional Requirements
A. To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements listed above, at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in Qualification Requirement "2" above.
