Job Description

The Division of Information Technology's mission and vision is to promote and protect the health of all New Yorkers through the use of innovative technology and health information that is useful and available. The nation's leading local health department seeks an Solutions Architect to join its award-winning, innovative technology team in revolutionizing public health IT. The Bureau of IT Infrastructure and Support Services (IIS) aims to provide DOHMH programs and staff, our external partners and providers, and all citizens relying on our systems and services with a highly reliable and available network infrastructure and services for both voice and data.

We are seeking a highly skilled Data Services Project Manager to lead and manage complex data-driven projects within the Bureau of IT Infrastructure and Support Services (IIS). The candidate will support management by providing data on devices, network infrastructure, network communication, data center operations, and disaster recovery.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Research Project Planning and Execution:
- Develop and implement comprehensive research project plans, including timelines, resource allocation, and risk mitigation strategies.
- Oversee the entire research lifecycle, from project initiation to final report.

Data Analysis and Interpretation:
- Conduct in-depth data analysis to identify trends, patterns, and correlations.
- Utilize statistical analysis and data visualization techniques to present findings effectively.
- Ensure data quality and integrity through rigorous data cleaning and validation processes.

Research Design and Methodology:
- Design research methodologies, including surveys, experiments, and case studies.
- Develop data collection instruments and sampling strategies.
- Ensure adherence to ethical guidelines and research standards.

Knowledge Management and Dissemination:
- Document research findings and share knowledge with relevant stakeholders.
- Contribute to the development of research publications, reports, and presentations.
- Foster collaboration with other researchers and experts.

Stakeholder Engagement:
- Build strong relationships with stakeholders, including researchers, policymakers, and industry partners.
- Effectively communicate research findings and recommendations to diverse audiences.
- Address stakeholder concerns and provide timely updates on project progress.

PREFERRED SKILLS:
- 3 years proven experience as a Data Services Project Manager.
- Strong understanding of data warehousing, ETL processes, and data modeling.
- Proficiency in data integration tools (e.g., Informatica, Talend).
- Knowledge of data quality tools and techniques.
- Experience with data visualization tools (e.g., Tableau, Power BI).
- Strong problem-solving and analytical skills.
- Excellent communication and interpersonal skills.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
