Job Description

The NYC Department of Buildings (“DOB”) is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. We facilitate compliant development with integrity, efficiency, and professionalism. The Office of Human Resources & Employee Experience (HREX) is DOB’s internal partner on all human resources matters and organizational changes for the Agency's workforce. HREX is responsible for ensuring the Department complies with applicable labor and employment laws and City and Agency rules and policies. The unit provides guidance to managers and employees on a variety of topics including recruitment, employment, civil service, job and organizational design, labor relations, youth programs, benefits, employee engagement, performance evaluations, salary administration, timekeeping, and time and leave administration.

The Executive Director of Human Resources reports to the Deputy Commissioner for Administration and oversees the Directors for the following areas:
- Workforce Planning and Compliance
- Staffing Management
- Compensation Administration

The position is responsible for:
- Working with the Deputy Commissioner for Administration on the planning and development of recruitment and retention strategies, as well as succession planning for the Agency.
- Advising Senior Management on all Human Resources related matters.
- Implementing improvements in business processes and service delivery.
- Serving as a leader in creating a positive Agency culture that encourages optimal employee performance.
- Providing guidance and support in the preparation of personnel services budget plans and projections.
- Overseeing and coordinating the activities of all human resource functions including, but not limited to recruitment, civil service administration, timekeeping, classification, compensation, and benefits administration.
- Contributing to effective partnerships with other internal DOB support units including, but not limited to, Equal Employment Opportunity, Labor Relations, and Internal Affairs and Discipline.
- Ensuring the implementation and maintenance of agencywide Absence Control program.
- Providing input into the development, implementation, and ongoing maintenance of tracking systems necessary for providing adequate and timely HR services and reporting.


ADDITIONAL INFORMATION:
- Only applicants with a minimum 5 years of experience in human resources will be considered.

- Only permanent Administrative Staff Analysts, applicants reachable on the Administrative Staff Analyst open competitive list, and applicants as indicated below will be considered.

- Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

- If you are permanent in the following comparable civil service titles, you may be considered under that title: Administrative Manager, Administrative Labor Relations Analyst.


REMOTE WORK
- This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
