Division Description
The Business Services Division is dedicated to helping NYC small businesses start, operate, and thrive in New York City, while also leading systemic change to improve the regulatory environment for businesses. The Division is guided by a lens of equity, diversity, and inclusion.
Business Incentives Unit: The Business Incentives Unit is part of The Agency’s Division of Business Services (DBS). The Unit serves to promote, identify, and assist businesses access and apply for federal, state, and municipal incentives to encourage business retention, relocation, and expansion within neighborhoods of NYC.
Job Description: The Utility Coordinator/Data Manager will be supporting the Business Incentives Unit with the data management including processing monthly electric and natural gas benefits, reviewing utility energy use and meter data, generating, and verifying monthly calculations and issuing benefit approvals as the primary technical liaison for NYC Energy Cost Savings Program (ECSP) and related business incentives programs this includes annual compliance support and responding data requests. This will require strong and experienced in written and oral communication skills with both internal agency staff and external partners and stakeholders. The position also requires solid customer service skills to support management of program and service delivery to clients. The individual will also assist in the ECSP application review and compliance process automation. The position will report to the Executive Director (ED) of Business Incentives and responsibilities will include but limited to:
- Complete final phase of ECSP application process including generating Certificate of Eligibility (COE); Verify benefit schedule, utility accounts; Assign benefit start date in coordination with Utility companies; Issue COE tracking number(s); Prepare formal benefit conferral correspondence.
- ECSP Data Management:
- Maintains integrity of ECSP data
- Tracks annual utility data savings for all active ECSP recipients; verifies that customer data is current, accurate, properly formatted and populated into data base.
- Monitor’s compliance of utility companies (e.g., Con Ed, National Grid and LIPA) with ECSP rules as it applies to delivery of ECSP credit.
- Liaison and trouble shoot issues with Utility Companies, Client, and stakeholder agencies.
- Generates program status reports for Executive Director - monthly and upon request.
- Assists in development and/or enhancement and automation to Energy Data Base and Client Tracking system through application review and ongoing compliance and benefit delivery period.
- Processes and tracks monthly submissions of remittance forms for clients receiving sub-metered and cogeneration benefits and generates notification to firms when they are in noncompliance.
- Provides technical assistance to ECSP recipients, Utility company representatives, SBS senior management, and other key stakeholders to deliver program benefits, including utility reporting requirements.
- Responds to reporting/ data requests from Assistant Commissioner (AC), ED, SBS leadership and gov. agencies.
- Completes special projects as directed by the ED and AC
- Compliance: Assists ED with annual compliance and monitors ongoing business activity of benefit recipients
- Working towards key performance metrics as set by agency and track against targets for projects and assignments
- Preparing regular and periodic reports on project/program activity per ED.
- Assistance with Special Projects: provide implementation and analytical support for Unit and Divisional projects.
Qualifications:
- A baccalaureate degree from an accredited college or equivalent of relevant work experience (preferably 5 or more years) in application data management and data processing, community work or community centered activities in an area related to the duties described above (The qualifications are determined by what the civil service title for the position will be. Preferred Skills:
- Strong written and oral communications skills and excellent attention to detail
- Excellent organizational and time management skills and ability to work within cross-organizations
- Experience in MS Office (e.g., Word, Excel, PowerPoint, Outlook V)
- Ability to work independently to solve project problems, including identifying and documenting options and recommendations to overcome obstacles.
- Experience using customer relationship management tools or other database systems to track/manage data
- Excellent interpersonal, strategic thinking and quantitative/qualitative skills
