Proposal Manager (Remote, select US states)

We are looking for an experienced Proposal Manager to join our team and guide us through crafting proposals that exceed our clients' and partners' expectations.


As a Proposal Manager at Coforma, you'll be responsible for managing activities associated with the development of proposals in response to government solicitations. You'll set and manage proposal schedules, resources, and progress monitoring and will work independently to develop proposal outlines, compliance matrices, and proposal schedules, as well as provide direction to cross-functional teams assigned to work on proposal efforts (this includes but is not limited to: proposal artifacts development, kick-off and proposal presentations, Slack channel creation, data call management, content creation, artifact/file management, color team review, facilitation, and management, etc.)


You will lead the development of proposals across all of Coforma’s focus areas (Healthcare, Veterans Services, and Public Interest) in the commercial and government sectors and will take responsibility for the overall development, maintenance, and execution of proposal development plans, including the day-to-day focus, prioritization, and leadership of internal and external teams to deliver compliant, compelling, and winning proposals. This involves leading and coordinating the proposal response by preparing high-quality, complex, compelling, and compliant written responses, presentations, and/or technical challenges according to solicitation requirements. You will oversee the coordination of all these proposal activities in a deadline-driven environment.


The ideal candidate will have a background in digital technology and design services, and experience in US government contracting is required.

$117,420 to $143,170 Annual Salary + Benefits + Growth Potential

Placement within this range will be based on the competency level of the candidate. An offer will be made at one of the following tiers:


Tier 1: $117,420 — Meets minimum qualification/experience requirements. Beyond onboarding, will need additional guidance and training to perform key responsibilities of the role.

Tier 2: $130,810 — Experienced and fully-competent. Beyond onboarding, can independently perform key responsibilities of the role.

Tier 3: $143,170 — Highly-experienced and can perform all responsibilities of the role at a higher level than expected once onboarding is completed.


To honor our company-wide equitable pay system, the posted salary range and corresponding tier salaries are non-negotiable.

What You'll Do (Responsibilities)
  • Collaboratively lead the proposal process and develop compliant, competitive, and compelling proposals through effective collaboration with internal staff, external partners/teammates, consultants, and supporting vendors
  • Perform detailed analysis of RFI/RFQ/RFP requirements
  • Develop the proposal schedule, outlines, and compliance matrix
  • Lead the proposal throughout the lifecycle from pre-RFP to proposal submission
  • Must be able to refine content provided by section authors, if needed
  • Responsible for drafting and editing compliant templates and documents in response to RFIs, RFPs, sources sought, white papers, requests for capabilities statements, etc.
  • Lead non-traditional proposals such as oral presentations and technical challenges
  • Issue and track data calls of teammates and supporting partners
  • Coordinate with other involved departments to achieve proposal objectives in a timely manner and remain current on all amendments and modifications
  • Prepare and lead efficient proposal kickoff meetings, color review meetings, stand-up calls, solutions sessions, etc.
  • Utilize the proposal library and conduct subject matter expert (SME) interviews to create the initial draft of the proposal, as needed
  • Work with SMEs to build out content repositories to create efficiencies in proposal development 
  • Provide insight, leadership, guidance, and actively collaborate with  writers on all proposal content
  • Conduct compliance checks, facilitate proposal reviews, and provide related process training and guidance to proposal teams
  • Study industry best practices on proposal writing and engage with company mentors to fine-tune the Coforma approach
  • Collaborate closely with our MarComms and Virtual Design teams to understand and assure proposal alignment with Coforma’s messaging pillars, voice and tone, style, and style guides
  • Document proposal debriefs, conduct proposal lessons learned, and implement actions to improve process efficiency and content improvement


Who You Are (Requirements)
  • You have at least 4 years of proposal management experience (coordination, writing, editing, and production)
  • You’re a collaborative, cooperative, and strategic thinker who leads by example
  • You have a clear history of building excellent proposal submissions and winning new business
  • You have delivered examples of innovative process improvements to make the proposal creation process more efficient for team members
  • You’re a strong writer with the ability to thoughtfully edit others’ writing, crafting a unified voice across multiple contributors
  • You have a wide appreciation of the digital services landscape and a good understanding of human-centered design and product development methodologies
  • You have a passion for or interest in improving government services for citizens and can foster ideas that innovate and reframe end-user expectations
  • You want to actively support the overall culture of a busy, growing company
  • Full-time resident of the contiguous United States (must be legally authorized to work in the US now and in the future without sponsorship)


Preferred Qualifications and Experience
  • Proposal Management Foundation and/or Practitioner certification from the Association of Proposal Management Professionals (APMP) or other proposal-related certification(s)
  • Working knowledge of the Federal Acquisition Regulation (FAR) and its application to proposals, specifically compliance
  • Strong written and verbal communication skills, as well as proven experience writing, reviewing, and editing proposals and associated content
  • Excellent time management and the ability to manage overlapping projects
  • Proven leader with demonstrated ability to lead teams in a matrixed environment
  • Proven proposal leadership skills on multiple, complex, competitive proposals
  • Team player and team builder

$117,420 - $143,174 a year

The salary range for this position is $117,420 to $143,170, in line with our company-wide equitable pay scale.
