Job Description
Mid-level Environmental, Safety and Health (ESH) Point of Contact position supporting construction related operations and activities at NREL campuses. Provide technical guidance and safety oversight for hazard ID and control of new or modified work. Capable of working independently in frequent interactions with NREL project managers, ESH&Q support staff, facility managers, construction subcontractor management and workers and Department of Energy (DOE) counterparts.
Perform ESH oversight for construction subcontractor projects and activities including:
Conducting hazard/risk assessments.- Review construction subcontractor project activity hazard analysis (AHA) and hazard ID and control measures.
- Performing in-field safety oversight and inspections for activities performed by subcontractors.
- Respond to staff and subcontractor inquiries and requests for assistance on ESH matters.
- Perform pre-job reviews and provide feedback on safety plans and AHA for subcontractors.
- Develop and issue Construction Subcontractor Safe Work Permits (SWP).
- Review and verify subcontractor’s personnel training and qualification records.
- Review and evaluation of subcontractor’s safety programs.
- Conduct safety reviews for excavation activities.
- Review lift plans for cranes, hoists, forklifts, and other lifting equipment.
- Conduct environment, safety and health orientations for subcontractors.
- Review construction fall protection plans and fall hazard analysis.
- Participate in design reviews for construction of building and equipment.
- Coordination with Project Managers to provide oversight of subcontractors to ensure they comply with all Federal, State and Local construction industry safety and environmental requirements and applicable NREL programs and procedures
- Present ESH-related information at meetings.
- Assist in resolution of ESH concerns and issues.
- Review daily plan of the days (PODs) for verification of subcontractor’s planned work activities.
- Attend subcontractor weekly coordination meetings.
- Develop, implement, and administer assigned NREL ESH programs and Office Desk Procedures.
- Conduct ESH inspections, audits and oversight assessments on construction subcontractor projects or work activities.
- Develop and provide ESH training to various organizational units. The training may be formal scheduled classes or informal, on-demand training on special topics.
- Support the implementation of Environmental Programs in areas such as National Environmental Policy Act (NEPA), air quality, water quality, chemical and waste management, natural resources, storage tanks, spill prevention, construction, and Environmental Management Systems (EMS).
- Collaborate and communicate with staff, Project Managers, Facility Managers, Research Operations Managers, Line management, and Department of Energy counterparts
- Perform special project technical work, individually and as a team member or team leader.
- Act as backup for projects and programs assigned to other ESH&Q Office members.
- Support incident investigations and causal analyses as needed. Follow-up on corrective action implementation.
- Ability to perform complex professional tasks independently and to analyze and develop innovative solutions to problems.
- Able to independently organize own work to meet established objectives, using discretion in performing assigned duties.

Basic Qualifications
Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Professional IV / Annual Salary Range: $93,100 - $167,600
Job Profile: Professional III / Annual Salary Range: $77,600 - $139,700
NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
