Hennepin County's Purchasing and Contract Services department is seeking a Contract Compliance Specialist to work with county contractors, county project managers, local training programs and other community stakeholders to advance the county's goals for supporting small businesses, including small women- and minority-owned firms, and promote the inclusion of women and people of color in the workforce of county construction contractors.

Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County facilities under construction and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive
$500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:-
Review contract documents to assess opportunities for small, women- and minority-owned business participation; recommend procurement method(s) to achieve participation.

Review project documents to assess apprenticeship opportunities for participants in training programs and programs that train and promote employment of county clients.

Represent the county at trade fairs, professional trade association- and construction industry-sponsored events, pre-bid, pre-proposal and pre-construction meetings.

Serve as a resource to contractors learning to use the county’s web-based contract compliance software.

Evaluate (for scoring) proposed level of Small Business Enterprise (SBE) participation in a contract by self-performing SBE prime contractors and/or SBE subcontractors and suppliers.

Set contract goals and perform contract compliance to support contractors’ attainment of their business inclusion and workforce goals.

Conduct regular on-site reviews of construction contracts; collaborate with department project managers to promote contractors’ adherence to contractual obligations.

Produce monthly status reports that show contractors’ relative attainment of contract goals for active contracts.
Need to have:-
One of the following:

Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four or more years of experience in general administrative work relating to the management of departmental/organizational operations that includes project management, data analysis and report writing, coordinating operations within restricted legal requirements, and process improvement teams.

Eight years or more of experience in general administrative work relating to the management of departmental/organizational operations that includes project management, data analysis and report writing, coordinating operations within restricted legal requirements, and process improvement teams.
Nice to have:-
A Certified Contract Compliance Administrator certificate issued by a national training organization.

Experience working to establish and monitor contractor compliance with business inclusion goals and Affirmative Action/Workforce goals.

B2GNow and LCPTracker compliance software.

Microsoft Excel to create reports and spreadsheets.
