Description

JSI Research & Training Institute, Inc. (JSI) is seeking a Contract Manager for a five-year USAID-funded Global Health Risk and Capacity (GHRC) Mechanism. USAID’s Office of HIV/AIDS within the Global Health bureau is planning to advertise and award the GHRC Mechanism, which has an overall objective to support local implementing partners to become direct USAID awardees. The mechanism’s scope is to build the organizational capacity and mitigate risks associated with transitioning future PEPFAR funding to local partner organizations. This mechanism may also be used to support new partner initiatives and localization efforts across USAID Global Health programs, including in the areas of malaria prevention, family planning, maternal and child health, reducing tuberculosis and other infectious diseases, among others. The GHRC mechanism will have four key task areas: (1) partner risk and health assessments; (2) risk mitigation and capacity development for health program performance; (3) monitoring, evaluation, learning, and data quality assurance; and (4) staff support for managing local awards (including training USAID mission staff).

The GHRC vehicle is expected to last for five years and will be headquartered in Washington, D.C. with activities spanning USAID-focused countries where Global Health is a priority. It will operate as a buy-in mechanism whereby USAID Missions and Bureaus are able to request services from the contractor in a variety of areas through task orders. The contractor will manage and oversee the work of partners, consultants, subcontractors, and grantees that will provide USAID with rapidly available services to achieve PEPFAR and broader Global Health partner and program localization goals.

The Contract Manager is a key staff member and has primary responsibility for overseeing all budget and fiscal functions, policies, and procedures. The Manager also oversees administration functions, IT and systems, procurement, contractual management, grants, and facilities. S/he will work in close coordination with the Chief of Party (COP) and Director of Capacity Development in the oversight of program functions, support and guidelines and to ensure that all program systems function effectively and that adequate internal control is maintained. S/he will be the main point of contact (in coordination with the COP) with the US office related to all financial, operational, and administrative issues. The Contract Manager will develop and maintain efficient and cost effective financial and administrative systems throughout the life of the program and will report to the COP.

RESPONSIBILITIES

  • Establish and manage financial, administrative, operational and contractual systems to ensure proper oversight over the award agreement and the implementation of program activities;
  • Provide overall leadership to maintain a functioning and consistent organizational structure for the finance and operations team and identify and allocate staff and resources to provide the necessary support to US and project office operations;
  • Liaise with USAID, subcontractors, and GHRC staff on all issues related to finance, contracts, and administration;
  • Oversee the development, negotiation, and monitoring of subcontracts and contracts with partners and other collaborating organizations, including drafting of original subcontracts with major partners;
  • Work in collaboration with the Chief of Party, Director of Capacity Development and management team to address any country financial, administrative, or operational management issues that arise;
  • Oversee implementation and financial and operational management of GHRC’s grants component;
  • Oversee granting and financial support to local partners in collaboration with subcontractors, including the provision of financial management capacity strengthening support;
  • Oversee and review work plan budgeting, field support budgeting, budget tracking, and financial communication/reporting processes and systems;
  • Develop approaches to contain costs, improve systems, and streamline financial management across the project;
  • Oversee project recruitment efforts, ensuring the right people are placed in the right positions to achieve project goals and oversee general human resource needs, including performance management;
  • Monitor activity implementation to ensure compliance and coordinate and foster sharing of information to establish consistency in practices across field offices and projects; and
  • Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's policies on fraud management;
  • Manage annual audit process and serve as the primary liaison with audit missions; and
  • Supervise relevant finance and operations staff.

QUALIFICATIONS

  • Minimum of 10 years financial and administrative management experience in the field of international development;
  • Substantial previous work experience managing large and complex USAID projects;
  • Experience working directly with field operations;
  • In-depth understanding and experience with USAID rules and regulations, managing complex financial systems, and overall project management;
  • Demonstrated experience managing and liaising with multiple subcontractor organizations;
  • Demonstrated ability to supervise staff, and strong communications and interpersonal skills.
  • Advanced experience with Microsoft Excel;
  • Familiarity with the Google Suite preferred;
  • Excellent interpersonal and communication skills (verbal and written); and
  • Fluent in English.
