The City Manager of Phoenix, the Mayor, City Council, and the staff and leadership of a team of more than 14,000 professionals work to ensure that the residents of Phoenix are served fully and equitably through 32 City departments and functions from arts & culture and education to housing and public safety to transit and water services.

The City of Phoenix is seeking a Diversity, Equity, and Inclusion Director (Director) to develop and implement the City's diversity initiatives and strategies. An effective collaborator who listens as they lead, the Director will be a proven executive-level manager with deep experience in the ways that cultivating and celebrating diversity and prioritizing and supporting inclusion lead to the equitable delivery of and access to the myriad programs, services, and resources that the City of Phoenix offers its residents.

Working closely with senior management, the Mayor and City Council and engaging with City departments, external partners and community members, the Director will be responsible for integrating an equity and inclusion lens into citywide policies and decision-making processes. The Director will report to a Deputy City Manager.

Compensation

The salary for this position may be up to $151,840. The City participates in a retirement program, including a pension and no-matching-required 457/401(a) plans. The City also offers communications and transportation allowances, generous paid time off, and many other benefits . Reimbursement for relocation-related expenses is available (and taxable under IRS regulations).

Duties and Responsibilities:

  • Researches, develops, recommends, and executes creative strategies to foster the City's diversity, equity, and inclusion (DEI) goals, and integrates equity objectives throughout the organization
  • Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder the City's DEI goals, strategies and objectives, and makes recommendations for improvement
  • Gathers and analyzes DEI metrics, including measuring progress and impact in workforce development both internally and externally, economic development and creating a culture of inclusion
  • Provides oversight to boards and commissions whose focus is on various diversity and inclusion areas such as the Mayor's Commission on Disability Issues, Human Relations Commission, and the Women's Commission Develops and/or acquires training and development to aid diversity and retention initiatives
  • Develops consistent communication and feedback mechanisms to ensure the City is able to identify, discuss, and address equity issues impacting community members, program participants and staff Duties and responsibilities
  • Partners with Human Resources to design and implement recruiting and hiring strategies to attract employees from diverse backgrounds Acts as liaison and coalition-builder with local boards and commissions, community diversity groups, and other government agencies concerning DEI initiatives and issues Maintains knowledge of diversity-related issues, legislation, and best practices

Qualifications:

At a minimum, qualified candidates will possess the following:

  • Five years of experience in developing, implementing, and managing diversity, equity, and inclusions initiatives
  • A Bachelor's degree in social work, public policy, ethnic studies, public relations, psychology, business, education, sociology, economics, public administration or a related field.
  • Other combinations of experience and education which meet the minimum requirements may be substituted

The ideal candidate will possess or have achieved the following:

  • A master's degree in social work, public policy, ethnic studies, public relations, psychology, business, education, sociology, economics, public administration or a related field
  • Proven success in building DEI infrastructure, change management and organizational development in a multi-cultural environment
  • Proven success in DEI efforts, including developing and delivering programs, and tracking and measuring progress and impact
  • A demonstrated track record of success engaging with underserved and marginalized communities, and experience making transformational changes to benefit these communities
  • Strong responsive problemsolving and compliance skills
  • Ability to collaborate and engage productively even when situations are difficult or controversial and stakeholders deeply disagree
  • DEI certification is strongly desired. Candidates without certification may be required to obtain certification within the first year of employment.
