Organizational Overview


Maintaining and protecting the safety and health of BNL employees, the public, and the environment is our mission. Our electrical safety professionals and technical staff provide expertise in support of the overall BNL mission by assisting in the implementation of the Brookhaven National Lab (BNL) Electrical Safety Standards-Based Management System (SBMS) Subject Area.

Position Description


Serve as the institution’s Authority Having Jurisdiction for Electrical Installations and Electrical Safety Work Practices as well as the manage the EEI Program assisting staff in matters concerning electrical equipment and installation safety, and compliance with codes and standards.

  • Reporting to the Safety and Health Services Division Manager, the Electrical Authority Having Jurisdiction (EAHJ) will:
    • Have the responsibility to apply the 16 EAHJ related operational responsibilities described in Article 80.13 of the 2017 National Electrical Code
    • Maintain the electrical equipment and electrical installation acceptance programs at BNL
    • Conduct equipment and electrical installation inspections
    • When requested, conduct Code compliance and work practice assessments
    • Communicate results of Electrical Safety implementation analysis to line management
    • Maintain appropriate documentation and supporting determinations for all EAHJ activities
    • Re-evaluate technical justifications for appropriateness as activities or operations evolve
    • Maintain the process for developing and requesting formal BHSO AHJ approval of electrical safety equivalencies to NFPA 70 and NFPA 70E
    • Submit annually a full summary of EAHJ decisions regarding the National Electrical Code to BHSO for review
    • Review and, if appropriate, approve electrical designs
    • Review plans and specifications to ensure compliance with NFPA 70 and NFPA 70E
    • Participate in facility readiness reviews
    • Assist Departments /Divisions in non-NRTL equipment inspection
    • Develop, implement, and manage the Electrical Equipment Inspection (EEI) & the Electrical Materials and Installation Inspection (EMII) programs in accordance with the Lab’s Electrical Safety Subject Area\
    • Assist with evaluating the effectiveness of electrical interfaces among management systems (SBMS)
    • Develop, update and present required training to personnel on the requirements of electrical inspection and acceptance programs.

Position Requirements


Required Knowledge, Skills, and Abilities: (bulleted)

Requires a high school diploma or equivalent plus:

    • a BS degree in a technical field and 8 years work experience or;
    • a technical institute, Adult BOCES certification, AA degree in a technical field, CCI program completion at BNL plus 12 years experience or;
    • a technical high school certification program (eg. BOCES) and 13 years relevant work experience or;
    • 14 years relevant work experience.
  • In depth knowledge of external standards related to electrical safety such as NFPA 70 & 70E and OSHA
  • Knowledge of practices and procedures to safeguard employees when performing work on electrical equipment to include electrical Lockout/Tagout (LOTO)
  • Demonstrated proficiency in Microsoft Office
  • Possession of a valid driver’s license and satisfactory driving record
  • Willingness to obtain and maintain electrical safety certifications such as Certified Utility Safety Professional, Certified Safety Professional, or Professional Engineer
  • Must demonstrate the ability to present ideas and concepts orally and in writing in a clear and concise manner to communicate technical information and interact with individuals with diverse backgrounds and levels of understanding including senior management, engineers, scientists, and trade workers
  • Must be a positive driver for change regarding BNL’s commitment to safety and compliance
  • Interpersonal skills as demonstrated by performance as a positive driver for change regarding commitment to safety and compliance
  • Willingness and aptitude to learn from our current Safety staff and to be a team player
  • Solid safety-based reasoning skills
  • Strong interpersonal and time management skills

Preferred Knowledge, Skills, and Abilities: (bulleted)

Professional Engineer’s license

  • Bachelor’s degree in Electrical Engineering preferred
  • NFPA Certified Electrical Safety Compliance Professional (CESCP) preferred
  • International Code Council - Electrical Code Inspector Certification preferred
