The Environmental Specialist oversees refinery hazardous and non-hazardous waste programs and the development of plans for minimizing, handling and disposing of wastes in compliance with applicable laws and regulations. Position will work with environmental, safety and front-line organization personnel to maintain environmental compliance. The role will: ensure RCRA regulatory objectives are continually met; will help identify compliance and work process improvements; and will provide direct oversight of contractors responsible for facilitating waste management. The position may include duties in other industrial environmental compliance areas such as air, water, and natural resources protection.
Responsibilities May Include:
Managing the regulatory reporting of wastes and provide oversight and guidance of waste characterizations, waste handling, container management, inspections, waste tracking, manifest preparation and tracking, and recordkeeping
Conducting waste sample collection and working with knowledgeable process personnel and disposal facilities to determine analytical requirements and interpretation of results
Supporting development of new, or revision of existing, environmental compliance procedures and plans
Preparing for and participating in major Refinery events including turn-arounds, capital projects, HSE audits, and regulatory inspections
Managing the waste budget and cost control, including:
+ Processing invoices accurately
+ Preparing cost forecasts
+ Evaluating and driving cost reduction / waste minimization opportunities
Participating in the day-to-day operation of the refinery by maintaining a working knowledge of the current operational status and analyzing any problem areas as it pertains to waste management
Reviewing and commenting on proposed rule-making. Developing strategy through interaction with management, company networks, and trade associations
Supporting the Refinery by participating in the off-hours Environmental coverage rotation, as scheduled
Fulfilling Environmental Section duties in the spill preparedness and response program
Basic/Required Qualifications:
Legally authorized to work in the job posting country
High School Diploma or GED equivalent
3 or more years of experience in the environmental or refining industry
Intermediate proficiency in Microsoft applications including Word, Excel, Power Point and Outlook

Preferred Qualifications:
Bachelor’s degree or higher in Engineering, Environmental Science or a Technology related field
10 or more years of experience in the refining, petrochemical, manufacturing or related industry
Basic knowledge of environmental regulations pertaining to hazardous waste management
Knowledge of DOT regulations that pertain to hazardous and solid waste shipment
Strong written and oral communication skills, high attention to detail
Strong Interpersonal skills; Able to influence others without direct authority
Self-driven, with initiative to identify potential compliance concerns and assist in addressing them
Ability to work within a team environment and work to understand role and purpose in the overall team
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is $82,800.00 - $147,000.00 per year depending on a candidate's relevant work experience and education.
