JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. JSI is currently seeking a Finance and Operations Manager for the USAID-funded MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health Services to Scale) Routine Immunization Transformation and Equity Project. The MOMENTUM awards seek to contribute to global technical leadership and evidence generation and dissemination around maternal, newborn, and child health (MNCH), family planning (FP) and reproductive health (RH) services. The project’s overarching goal is to sustainably strengthen routine immunization programs to 1) overcome the entrenched obstacles contributing to stagnating and declining immunization rates in USAID-supported countries, and 2) address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. In light of the COVID-19 pandemic, and the disruption of immunization services, the project will also support countries with the maintenance, adaptation, suspension, and/or reinstatement of immunization services.

SUMMARY
The Finance and Operations Manager will support the successful, compliant, and efficient management of the financial and administrative systems for the M-RITE Project. They are a member of the Finance and Operations team and will work closely with the Senior Finance and Operations Manager (SFOM) to support country program implementation and provide guidance on the day-to-day project financial and administrative processes. Primary duties include financial analysis and reporting, budget development and tracking, and invoice review and payment. The ideal candidate will have a strong background in finance and administration, USAID rules and regulations, and experience supporting country programs managed through a centrally funded project.

The Finance and Operations Manager reports to the SFOM and is based in Arlington, VA or in any state where JSI is registered (AZ, AK, CA, CO, FL, GA, IL, LA, ME, MD, MA, MI, MN, NH, NJ, NM, NY, NC, PA, RI, TN, TX, VT, VA, WA, DC, WI). The salary for this position is $80,000 – 115,000 and will be set based on the candidate’s experience, education, and other qualifications. RESPONSIBILITIES

The Finance and Operations Manager will be responsible for the following:
  • Work under the direction of the SFOM to develop, modify, and maintain financial and administrative processes, systems, and tools to support effective and compliant country program implementation.
  • Work with the Country Support Teams and Result Area Leads, Project Officers, and technical teams to develop and revise Core and Field Support work plan budgets and activities, as needed.
  • Oversee and maintain consultant and vendor invoices payments for the project and in support of country programs.
  • Develop, review and approve annual country work plan budgets in close collaboration with the country finance manager and country program manager.
  • Assists with project expenditure tracking tools and systems, and preparation of routine and ad hoc internal and external financial reports and communications.
  • Review and approve monthly project field accounts.
  • Train project staff and orient new staff to project financial and operational systems.
  • Travel to project field offices for start-up, close-out, trainings, financial reviews or general operational support as required.
  • Performs other duties as determined by the SFOM and the Director of Finance and Operations.


COMPETENCIES:
  • Experience working with USAID rules and regulations is required.
  • Advanced proficiency in excel required, including experience creating and managing complex financial tracking systems.
  • Experience with SAP Concur is highly desirable.
  • Experience in implementing headquarters and field office financial and administration and monitoring systems.
  • Demonstrated understanding of relationships between program/technical function and operational management.
  • Excellent written and oral communications and negotiating skills; Proficiency in French is highly desirable.
  • Demonstrated excellent attention to detail and ability to organize information.
  • Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a nonhierarchical, participatory management environment.

QUALIFICATIONS

Education: Bachelor’s degree (Master’s preferred). Degree in management, finance, international development, or related field a plus.
Experience: Minimum five years’ experience working in finance and/or operations for international development projects, including experience on USAID/USG funded projects. Must have advanced abilities in excel and at least two years of experience in financial oversight.
Travel: Ability and willingness to travel internationally.
Languages: Excellent written and oral communication skills in English. Fluency in French is highly desirable and will be prioritized.

Salary Range: 80,000 – 115,000
