The Challenge
Qualtrics is seeking a dynamic, strategic, and well connected Head of Government Relations (GR) to identify and secure federal, state, and local government legislative outcomes that align with Qualtrics’ organizational objectives. They will manage our lobbyist portfolio - hire, oversee team strategy, contracts and activity reports, and conduct biannual ratings on our portfolio. They will develop, analyze, formulate, lobby, and represent the positions of Qualtrics before Congress, affiliate state general assemblies, county governments, and other governmental bodies and entities as appropriate. The role will serve as the primary representative to state and federal government policy makers and staff across all states, helping build the Qualtrics brand amongst key stakeholders.
- Serve as liaison between the Qualtrics sales team and lobbyists for operations and execution, including executive outreach and legislative actions.
- Execute the strategic plan for successfully achieving specific results favorable to the interests of Qualtrics.
- Collaborate with the Public Sector team to execute a plan to disseminate and socialize the Experience Management (XM) vision with local, state, and federal government officials
- Act as the point of contact for interactions and engagement with government officials for the purpose of relationship building and partnership opportunities
- Partner with the Public Sector sales teams to achieve goals of GR and monitor the working relationship between our team and the lobbyists.
- Serve as the GR ‘face’ of Qualtrics at conferences such as NCSL, NACO, Governors Associations, etc.
- Monitor developments in the public sector space as they relate to company vision
- Provide thought leadership and industry expertise for broad business functions
- Continue to implement the ranking system for lobbyists to properly review & manage the portfolio, provide recommendations for adjustments, and determine where there more executive function presence needs to be.
- Manage the internal procurement and legal functions for all contracts between lobbyists and oversee compliance and lobbyist disclosure.
Qualifications
- Undergraduate degree, preferably in a related field (e.g. Communications, Law, Public Relations, Political Science etc.)
- 15+ years working with State & Local or Federal government.
- Strong understanding of US State & Local legislative processes, including the roles and decision-making processes of the Executive and Legislative branches.
- Demonstrated ability to establish relationships on Capitol Hill as well as with key Executive Branch agencies
- A basic understanding of the Federal Government Congressional process.
- Demonstrated ability to establish relationships with elected officials and key decision makers in both the legislative and executive branches.
- Ability to persuasively communicate complex concepts at the highest level of government
- Travel up to 50%
Preferences
- Lobbying or public service work in the State or Local government offices
- Experience in the technology industry, especially SaaS
- Communications experience

The base pay range for this position in the US is $142k - $308k per year; however base pay may vary depending on location, job-related knowledge, education, skills, and experience. A sign on bonus and restricted stock units may be included in an employment offer, in to a range of other medical, financial and other benefits based on eligibility criteria.
