Senior Revenue Specialist, RMCC Managed

The Position OPEN EXAMINATION - ONE YEAR PROBATION PERIOD Under general direction of the Director of Finance or Designee, this management position performs a wide variety of professional duties related to the planning, organization, and oversight of the City's revenue management activities. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.Manages the City's revenues by conducting revenue analysis, surveys, projections and financial data comparisons. Summarizes research in quarterly reports.Monitors the long-term projections. Assists budget staff with revenue estimates. Utilizes statistical analysis to forecast revenues and identify revenue opportunities. Develops, prepares and maintains a variety of financial statements and statistical reports.Advises departments and the public on all revenue related issues.Develops goals and plans and implements new procedures for revenue administration. Develops and implements new revenues as determined. Researches and develops revenue sources for the City.Reviews and analyzes fiscal-related legislation for impact on the City and comments or drafts positions of support or opposition to the legislation. Prepares relevant reports and makes presentations as deemed necessary.Manages functions related to revenue management processes, including: providing analysis of revenues, tracking sources of revenue, coordinating reporting functions, and forecasting revenue budgets.Assists in planning long-range goals, objectives, organizational structure and overall direction for the Finance Department.Analyzes and recommends changes to revenue collection policies and procedures in order to improve the effectiveness and efficiency of the revenue management process.Researches information, conducts complex analyses and prepares a variety of reports, including staff reports, revenue projections, budgetary calculations and analytical reviews of revenues and expenditures. Presents such reports at meetings or City Council as necessary.Utilizes software systems and desktop software as necessary to perform duties.Serves as a budget liaison for the Finance Department with other City departments, divisions and outside agencies. Negotiates and resolves complex issues.Acts as liaison to other agencies and departments regarding central collection and related activities. Participates in the formulation and coordination of joint policies and procedures.Designs, analyzes and evaluates management revenues and budget reports to determine the need for new or modified programs, policies and goals to ensure that each section's operations integrate with the Department and the City's operations as a whole.Monitors all revenue sources for control and reporting purposes.Manages the Citywide Fee Schedule and helps coordinate and conduct comprehensive fee studies for all the City's user fees.Manages special projects or other requests as assigned.Supervises and evaluates employees' job performance, and effectively recommends personnel actions.Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.Performs other related duties as assigned or as the situation requires.Minimum RequirementsExperienceFive years of progressively responsible financial experience, including two years of financial supervisory experience. Prior revenue management experience is highly desirable.Education/TrainingBachelor's degree in Economics, Accounting, Finance, Business, Public Administration or a related field.License(s) / Certification(s)Valid California Class C driver's license.Knowledge, Skills & AbilitiesKnowledge of:Cash management and collections practices.Computer based financial analysis software and spreadsheet applications.Contemporary computer applications relating to municipal finance.Federal, State, and local accounting and financing.Financial analysis and research methods and procedures.Financial record keeping, reporting and disclosure requirements.Intergovernmental relations.Municipal operations, procedures, policies, and laws.Principles and methods of modern accounting and auditing.Principles and practices of sound personnel management and supervision.Principles of effective application of performance measurement systems.Principles of financial organization, administration, supervision and revenue preparation and control.Principles, practices and procedures of public agency revenue management, collections and forecasting, economic analysis, accounting and related financial services.Relevant Federal, State and local laws, codes and regulations pertaining to public agency finance, investment and accounting.Skill in:Analyzing and evaluating new and existing business operations.Applying common sense and logic in decision-making.Conflict/complaint resolution.Interpersonal communications and effective and tactful interaction with a culturally diverse population.Customer service practices.Spreadsheet and word processing computer software programs.Ability to:Provide exceptional customer service to those using the Finance Department.Analyze complex revenue collections, evaluate alternative solutions and recommend or adopt effective courses of action.Analyze situations accurately and adopt an effective course of action.Analyze trends and problems in order to develop long-range plans.Analyze, interpret, summarize and present administrative and technical information and data in an effective manner.Communicate effectively orally, in writing and in front of large groups of people.Conduct advanced research and draft complex analytical and narrative reports.Coordinate the revenue collection programs of City Departments.Deal with all levels of employees and the public.Develop and implement effective collection policies and procedures on a City-wide basis.Develop records, systems and procedures to ensure internal control of revenue operations.Effectively interface with and speak before appointed Commissions and the elected City Council in a live televised broadcast.Effectively supervise subordinates, and review and evaluate employees' job performance.Establish and maintain smooth and effective working relationships.Foster a teamwork environment.Interpret and apply laws and regulations governing public agency revenue processing.Lead, coach, develop, instruct and motivate employees.Meet schedules and deadlines.Model and practice the highest standards of ethical conduct and financial stewardship.Plan and prepare effective written reports and oral presentations.Prepare and present oral and written reports, and advise and make recommendations concisely, logically and convincingly.Read, write, communicate effectively and comprehend directions in English.Understand and use various computer applications and software, including Microsoft Excel and Word, to accomplish assignments and guide staff.Work on multiple concurrent projects while managing priorities and tasks.Other CharacteristicsWillingness to:Assume responsibility for maintaining a safe working environment.Plan, initiate, recommend and carry out actions as required.Work the necessary hours and times to accomplish goals, objectives and required tasks.NoteAn equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.Exceptional Customer Service PolicyThe City of Glendale places a high importance on quality customer service and prides itself for the high level of services it provides by every employee of the organization.
