We are looking for an experienced and creative instructional systems designer to join our team and lead the design and development of engaging and effective learning solutions for the Virtual Acquisition Office (VAO).
Developed by acquisition professionals for acquisition professionals, the Virtual Acquisition Office™ (VAO) is subscription website, providing a common platform to facilitate expanded knowledge and productivity. With more than 65,000 subscribers, VAO is the government's trusted source for up-to-date acquisition news, research, analysis, and tools that enable acquisition managers and the workforce to stay on top of the latest contracting developments, maximize efficiency and effectiveness, and engage in continuous learning.
Our learning solutions and courses provide government contracting professionals to grow their knowledge, skills, and abilities while earning continuous learning points (CLPs) towards (re)certifications and other training requirements.
Responsibilities:
As an instructional systems designer, you will be responsible for:

Conducting needs analysis, defining learning objectives, designing instructional strategies, and selecting appropriate delivery methods (e.g., e-learning, instructor-led, blended, etc.) using adult learning theory and industry best practices

Creating storyboards, scripts, graphics, animations, videos, and other multimedia elements

Authoring eLearning courses ensuring SCORM and 508 compliance standards

Developing supporting course materials and assets

Creating new courses and maintaining existing courses

Managing the administration and maintenance of our learning management system (LMS), including uploading courses, assigning learners, tracking progress, generating reports, and troubleshooting issues

Ensuring the learning solutions comply with the Section 508 accessibility standards and follow the best practices for inclusive design

Applying project management principles and tools to plan, execute, monitor, and evaluate learning projects, ensuring they are delivered on time, within budget, and meet quality standards

Collaborating with cross-functional partners and SMEs to produce high-quality, consistent course materials that support established learning outcomes, and elevate learner competencies.

Evaluating the effectiveness of learning solutions and providing recommendations for improvement
Qualifications:
To be successful in this role, you should have:

A bachelor's degree or higher in instructional design, educational technology, or a related field

At least 5 years of proven experience in instructional systems design, preferably in a corporate or government setting

Proficiency in using e-learning authoring tools (e.g., Articulate Storyline, Adobe Captivate, etc.) and graphic design software (e.g., Adobe Photoshop, Illustrator, etc.)

Proficiency in graphic design and multimedia tools (e.g., Adobe Photoshop, Illustrator, Premiere Pro, Camtasia, etc.)

Experience in administering and managing an LMS (e.g., Moodle, Blackboard, Canvas, Absorb LMS, etc.)

Strong project management and business acumen skills successfully balance multiple projects simultaneously

Knowledge of Section 508 and accessibility standards and best practices
-
Excellent communication and interpersonal skills, with the ability to work independently and collaboratively with diverse teams

A portfolio of work samples demonstrating your instructional design, eLearning authoring, multimedia, and graphic design skills
