Duties

This position is located within the National Center for Science and Engineering Statistics (NCSES). NCSES has as its prime objective the development of statistical data and analytical information on the U.S. science and engineering (S&E) enterprise, including research and development; the S&E workforce; U.S. competitiveness in science, technology, engineering, and mathematics (STEM); and the condition and progress of STEM education in the United States. The Economic Advisor takes a lead role in high-level interagency efforts related to the economic impact of legislation and policies on the S&E enterprise, is responsible for econometric modeling, policy reviews of analytic reports, and acts as the Center's international point of contact.

MAJOR DUTIES AND RESPONSIBILITIES

The Economic Advisor provides consultation and guidance to the NCSES Deputy Director in a)
the formulation of the Center's economic analysis goals, objectives, and priorities; b) the integration of priorities into effective strategies and programs; c) the implementation of program planning, implementation, and evaluation procedures; and d) conduct of economic studies (e.g., econometric modeling, forecasting); e) oversight of programmatic economic activities in NCSES. Many of the Center's activities have significant interagency dimensions across the federal statistical systems and the broader federal government in terms of information collection and analysis and programmatic development and operations.

The major duties of the position are:

  • Conduct or lead projects, studies, and analyses, provide advice, and develop recommendations on issues facing NCSES, with particular attention to their economic impact on the S&E enterprise.
  • Collaborate with the NCSES Director, Deputy Director, Chief Statistician, and other senior NCSES officials to determine research projects that support and enhance the Center's contributions to economic analyses on STEM innovation, education, and R&D funding.
  • Design, coordinate, and oversee econometric and other types of modeling of programmatic initiatives and activities.
  • Provide critical reviews of the Center's analytical reports with an emphasis on policy, economic, or international impacts.
  • Represent NCSES on domestic and international policy, planning, or governing bodies to provide technical expertise.
  • Lead and implement activities related to the economic aspects of the S&E enterprise that increase the visibility, relevance, and usefulness of NCSES products within NSF; the federal statistical system; the academic community; the media; federal, state, and local government; and the public.

  • Perform analyses and develop recommendations concerning the economic understanding
or impact of STEM education, training, innovation, or research and development funding.

Qualifications


Candidates must have a Ph.D. in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

  • Demonstrated expertise in applying statistical and analytical methods to complex data to perform economic analysis. Experience should include the analysis and evaluation of the quality, accuracy, and validity of data.
  • Demonstrated expertise with research and development statistics and analysis on a domestic and international level. Experience should include providing reviews of various reports on policy, economic, or international impact.
  • Demonstrated knowledge of the federal statistical system as well as major policies and legislation affecting statistical agencies such as the Foundations for Evidence-Based Policymaking Act and the Federal Data Strategy.
  • Demonstrated experience working with stakeholders, data users, and data providers to understand their needs and how to best meet these needs.
  • Demonstrated experience interacting effectively and working collaboratively with members of different scientific communities, representatives of other federal agencies, and foreign national programs.
